According to the project to rearrange and reorganize administrative units at all levels and build a two-level local government model in Decision 759 of the Government, the scale of commune-level administrative units after the merger will be larger and the tasks and powers of commune-level local governments will also increase.
After the reorganization, the commune level will be larger in area and have expanded authority when receiving all tasks from the district level and additional decentralization and delegation of authority from the provincial level.
In particular, the Government plans to end the use of part-time workers at the commune level from August 1.
The local government will consider and arrange work for non-professional staff in villages and residential groups if they meet the requirements. Those who cannot be arranged to work will be subject to a layoff policy.
According to Decree 33 of the Government on the title of non-professional staff at the commune level, the number of non-professional staff at the commune level is calculated according to the type of commune-level administrative unit, specifically: type 1 is 14 people; type 2 is 12 people; type 3 is 10 people.
The title of non-professional staff is decided by the People's Committee of the province and submitted to the People's Council of the same level for specific decision.
For example, according to Resolution 18/2023, Hanoi City has 10 positions of non-professional workers, including: Office of the Party Committee at the commune level; In charge of commune-level broadcasting; Deputy Military Commander; Vice Chairman of the Vietnam Fatherland Front; Vice Chairman of the Veterans Association; Vice Chairman of the Women's Union; Vice Chairman of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union; Chairman of the Elderly Association; Chairman of the Red Cross Association at the commune level.
Meanwhile, Dong Thap province has 14 non-professional positions (based on Resolution 43/2023); while Ho Chi Minh City stipulates 17 non-professional positions at the commune level (according to Resolution 02/2024).
Thus, after the merger, the above-mentioned non-professional commune-level cadre positions will cease to operate.
Also according to Decision 759, the Government plans that the new commune-level People's Committee after the merger will be organized with a maximum of 4 specialized departments and equivalents suitable to the characteristics of urban, rural, and island areas (special zones), including: Office of the People's Council and People's Committee; Department of Economy/Economics, urban infrastructure; Department of Culture - Society and Center for public administration services.
Mr. Phan Trung Tuan, Director of the Department of Local Government, Ministry of Home Affairs, said that on average, each commune currently has about 12 part-time workers, while we have more than 10,000 communes. Thus, it can be preliminarily calculated that the number of part-time workers at the commune level is currently about more than 120,000 people.
