(NLDO) - Many people were threatened and scammed by impersonators who took money from their bank accounts.


This is a petition sent by voters of Binh Duong province after the 8th session of the 15th National Assembly. Accordingly, voters reflected that fraud on the internet is currently complicated and unpredictable.

Many individuals have been threatened and scammed by impersonators to steal money from their bank accounts. Therefore, voters have asked the banking industry to strengthen measures to protect customers' accounts.

Responding to voters, the State Bank acknowledged that high-tech crimes in payment activities are increasingly sophisticated and complex; preventing the abuse of payment activities for illegal activities falls under the management functions of many different sectors and fields. It requires close coordination between relevant units for effective management and handling.

The State Bank has regularly reviewed and researched to perfect the legal framework on payment activities, and supplemented regulations on prohibited acts in payment activities.

Amend and supplement regulations on opening and using payment accounts, bank cards, and e-wallets in the direction of more stringent regulations on the process of identifying and verifying customers opening and using bank card accounts, e-wallets, etc.

Deploy solutions to prevent and detect unauthorized interference with Mobile Banking applications installed on customers' mobile devices.

Regulations on credit institutions and payment intermediaries not sending SMS messages or emails to customers containing hyperlinks to access electronic news sites, except in cases requested by customers.

Customers only need to receive any SMS or email containing a link to immediately identify it as a fake message or email.

"Deploy a system to monitor payment accounts and e-wallets suspected of fraud and counterfeiting, allowing member organizations to report information about suspicious accounts when detected and share information with other members.

Based on the system's centralized data source, credit institutions can make decisions to immediately block transactions or require authentication and account identification before conducting online transactions" - the State Bank proposed a solution.
