At the 20th session of the 18th Provincial People's Council, term 2021-2026, voters made recommendations to all levels and sectors on 39 issues related to the field of infrastructure planning and investment. The Thanh Hoa Provincial People's Committee directed relevant departments, sectors and sectors to study the plans, review the construction investment situation and respond to the issues of concern to voters.

With the proposal of voters of Nhu Thanh district on early investment in industrial park (IP) No. 19 in Yen Lac commune according to the approved 1/2000 scale construction zoning plan.

Regarding this content, the Provincial People's Committee replied: Industrial Park No. 19, NSZ was approved by the Provincial People's Committee for a 1/2000 scale construction zoning plan in Decision No. 4788/QD-UBND dated December 31, 2022, with an area of ​​about 570 hectares, within the administrative boundaries of Yen Lac commune (Nhu Thanh); Cong Liem commune, Cong Chinh commune and Yen My commune (Nong Cong). Currently, Viet - Nhat Hop Thanh Industrial Park Investment Joint Stock Company has submitted a project proposal with a total investment capital of about VND 2,361 billion, the project's operation period is about 70 years.

After consulting and receiving comments from ministries, branches and the Provincial People's Committee, the Ministry of Planning and Investment issued Official Dispatch No. 10484/BKHĐT-QLKKT dated December 12, 2023 and Official Dispatch No. 2053/BKHĐT-QLKKT dated March 21, 2024 to the investor requesting to complete the project dossier. Up to now, the project is in the process of editing and completing the dossier to submit to the competent authority for approval of the investment policy. After the project is approved for the investment policy, the Provincial People's Committee will direct departments, branches and localities to coordinate with the investor to urgently speed up the implementation progress to complete the project according to regulations.

With the proposal of voters of Sam Son City, the Provincial People's Committee is requested to soon deploy a drainage system on both sides of the corridor of Vo Nguyen Giap Street.

The Provincial People's Committee replied: Vo Nguyen Giap route belongs to the project of Road from Voi intersection (Thanh Hoa city) to Sam Son city 14, which was approved by the Chairman of the Provincial People's Committee for investment in Decisions: No. 1163/QD-UBND dated April 3, 2020, No. 1592/QD-UBND dated May 12, 2023, with a total investment of more than 1,360 billion VND, capital sourced from the provincial budget, project completion schedule in 2025.

Up to now, the project has been completed and put into operation. However, the area from km2+351 - km11+743 has not yet been invested in completing the drainage system on both sides of the route. Based on the proposal of the Department of Transport, the Party Committee of the Provincial People's Committee reported and asked for the opinion of the Standing Committee of the Provincial Party Committee on the project adjustment plan; in which it proposed to invest in completing the cross-section of the entire route from Km2+351 - Km11+743 in accordance with the approved planning (including the drainage system on both sides of the route).

After receiving comments from the Standing Committee of the Provincial Party Committee, the Provincial People's Committee issued Official Dispatch No. 12605/UBND-CN dated August 28, 2024, agreeing on the plan to adjust the investment project and is assigning the Department of Transport to prepare a project adjustment dossier and coordinate with the Department of Finance to determine the remaining capital allocation (VND 139.5 billion) for the project to submit to competent authorities for consideration and approval according to regulations; strive to complete the project according to the set plan (2025), contributing to meeting the increasing traffic volume in the future, gradually completing the traffic connection axis between Thanh Hoa City and Sam Son City.

With the proposal of voters of Dong Son district, the Provincial People's Committee requested the construction unit to repair and restore the canals, ditches, and irrigation systems affected by the construction of the North-South expressway through Dong Thanh commune.

The Provincial People's Committee replied: The North-South Expressway, East section, through Dong Son district, is about 7.5km long, of which the section through Dong Thanh commune is about 2.9km long. Through verification and reporting by the Dong Son District People's Committee in Official Dispatch No. 1507/UBND-QLDA dated July 2, 2024, the construction of the route has affected the drainage system through Kim Boi village and Quynh Boi 2 village, Dong Thanh commune (Dong Son); therefore, the voters' proposal to repair and restore the canals and irrigation systems affected by the construction of the North-South Expressway is appropriate.

Currently, the Department of Transport has reviewed, inspected and issued Official Dispatch No. 4617/SGTVT-TĐKHKT dated August 2, 2024 requesting the Thang Long Project Management Board (representing the investor) to request the contractor to concentrate equipment, human resources, and materials to urgently carry out remedial works, repairs, and refunds; At the same time, requesting the People's Committees of the districts to proactively coordinate and urge the Project Management Boards to remedial works, repair, and refund the impacts caused by the construction of the Eastern North-South Expressway project through the district, synthesize and report the implementation results to the Department of Transport.

In the coming time, the Provincial People's Committee will direct the Department of Transport to continue to urge and inspect the remedial construction of the Thang Long Project Management Board and respond to voters.

With the petition of Thanh Hoa City voters reflecting: Households in Tan Lap Residential Group, Dong Tho Ward are being affected by the planning of Tay Bac Ga Industrial Park from 2003 to present. Because it is located in the planning of the Industrial Park, there is no investment in infrastructure. Currently, the traffic infrastructure in the area has seriously degraded; people's lives are facing many difficulties. Voters request the Provincial People's Committee to consider and resolve for the people and request the Provincial People's Committee to consider limiting and not expanding Tay Bac Ga Industrial Park.

After directing relevant units to review and report, the Provincial People's Committee replied: Dinh Huong - Tay Bac Ga Industrial Park is planning and asking for opinions from relevant communities on the basis of merging Dinh Huong Industrial Park and Tay Bac Ga Industrial Park (including phase 1 and phase 2) according to the current planning, without any content of expanding the planning boundary of the Industrial Park. The results of asking for opinions from the community on the content of the detailed planning adjustment project at a scale of 1/500 of Dinh Huong - Tay Bac Ga Industrial Park are not consistent with the content of the planning project and the resettlement arrangement at 4 locations proposed by Thanh Hoa City People's Committee.

Based on public opinions and data from investigations and surveys of respiratory diseases of households and environmental monitoring of residential areas located in industrial parks, the Provincial People's Committee will direct the Management Board of the Industrial Parks and Industrial Parks of the province to analyze and evaluate the advantages and disadvantages of the plan to relocate residents or the plan to stabilize residents in place to propose a plan to select a suitable resettlement location.

With the proposal of voters of Thach Thanh district, the Provincial People's Committee is requested to consider supporting funding for investment in repairing and upgrading the dike surface of the Buoi River dike system in the district to serve flood and storm prevention work.

The Provincial People's Committee replied: Because the Buoi River dike in Thach Thanh district is a level IV dike directly managed and used by the Thach Thanh District People's Committee. In the immediate future, the Provincial People's Committee requests that Thach Thanh District mobilize local resources, proactively overcome and repair minor damages to ensure people's traffic, have plans to prevent floods and storms, and prepare conditions in terms of materials, human resources, means, etc. to ensure the safety of the dike project during the 2024 flood season.

Based on the proposal of the People's Committee of Thach Thanh district, the Provincial People's Committee will direct relevant sectors and units to review and report to competent authorities for support and funding arrangement to repair the above-mentioned damaged locations of the Buoi river dike (when qualified and capable of capital sources), meeting the wishes of voters.
