According to the delegate, the two laws that have the most direct impact on promoting our country to become a civilized country are the Law on Road Traffic Order and Safety and the Law on Consumer Protection. Because in daily life, the behavior of traveling and doing business, buying and selling, eating and drinking, and entertainment are performed most frequently. In civilized Western countries, they respect individual rights very much. Or in Japan, they consider not disturbing others as a typical cultural feature.
Vietnamese products, goods and services are increasingly provided better by business organizations and individuals. However, one factor that causes the quality of goods and services, especially in the field of trade and services, to decrease is the consumer.
For example, many users compete and jostle when buying goods, their words, gestures, dress, use of personal devices, bringing pets that are not in accordance with regulations, space, time, customs, and do not ensure the safety and interests of other consumers. "Surely many of us have encountered the above problems. Many consumers even think that business organizations and individuals must consider them as gods," he said.
According to the delegate of Binh Dinh province, everyone needs to be able to buy goods, products, and use services in a suitable space and time, with safety and other rights guaranteed. Clause 6, Article 6 stipulates the principle of consumer protection, stating that the rights and legitimate interests of consumers are protected according to the provisions of law. The Constitution and current legal provisions also stipulate that all citizens have the obligation to respect the rights of others.
Therefore, this Law needs to clearly stipulate the legitimate rights of consumers, which must first be ensured by business organizations and individuals not to be violated, not only by other organizations and individuals but also by other consumers.

Consumers can be understood as buyers and users, but there are also cases where buyers are not also users. So in this case, who is determined to be the consumer, the buyer or the user, and who will the consumer protection law recognize and protect?
Delegate Mai Thi Phuong Hoa also raised the issue of whether consumers have other needs besides the purpose of daily consumption as stated in the concept.
From the above analysis, delegate Mai Thi Phuong Hoa suggested that the drafting committee present the concept of consumer more transparently and clearly for easier implementation.
