On the morning of December 21, the Ministry of Home Affairs held a national online conference to review the work in 2024 and deploy tasks for 2025. Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh attended and gave a speech. In 2024, the entire Home Affairs sector has strived to overcome all difficulties and challenges to focus on resolutely implementing the tasks in the Work Program and ad hoc tasks. Notably: Completing the goal of rearranging administrative units at district and commune levels for the 2023-2025 period in 2024; completing the task of advising on the implementation of salary reform policies for civil servants, public employees and armed forces according to Resolution No. 27-NQ/TW of the 12th Central Committee according to a suitable, step-by-step, cautious, certain and effective roadmap (including adjusting the basic salary to increase by 30%, the highest increase ever); promptly institutionalizing the Party's policies, removing difficulties, obstacles and inadequacies in the implementation of mechanisms and policies in the field of home affairs to create unity and smoothness for implementation...

In particular, implementing the Plan of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 6th Central Conference of the 12th tenure, the Ministry of Home Affairs has presided over and coordinated with relevant ministries and branches to urgently develop projects and regulations related to the arrangement of ministries, ministerial-level agencies, and agencies under the Government to ensure streamlining, efficiency, effectiveness, and efficiency, and report to the Government Steering Committee for comments and the Politburo before December 31, 2024. The Ministry has proactively and promptly guided localities to carry out the streamlining of advisory agencies under the People's Committees at the provincial and district levels in the direction of ensuring unified direction in performing state management tasks from the central to local levels.

For Quang Ninh province, we are currently focusing on building a project to reorganize and reorganize the apparatus. Up to this point, the provincial agencies and units subject to reorganization are expected to reduce 2 agencies under the Provincial Party Committee; 3   executive committee; 7 party groups; down 1   Provincial Party Committees; reduce 7 specialized agencies at the department level; reduce about 42 department-level agencies. Agencies and units not subject to rearrangement have also proactively proposed to reduce 7 specialized departments and 5 affiliated agencies.

In addition, according to the Plan to streamline the payroll, the number of people working with salaries from the budget and public service units under the province in the period of 2023-2026, has so far reduced by 18 service units under the departments and district-level People's Committees, reduced by 7 civil servant payroll targets and 978 targets of people working with salaries from the state budget compared to 2023. The province also piloted the establishment of a one-level Public Administration Service Center under the Provincial People's Committee; approved the Autonomy Project for the period of 2024-2025 with 34 service units under the province and completed the construction and approval of job positions of 100% of administrative agencies, organizations and service units.

Speaking at the conference, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh highly appreciated the performance of the Ministry and the Home Affairs sector in 2025. He suggested that in the coming time, the Home Affairs sector should focus on the task of merging with the Ministry of Labor, War Invalids and Social Affairs to ensure proactiveness, unity, consensus, democracy, openness and transparency.

The sector also needs to advise the Government to direct and guide ministries, branches and localities to deploy plans to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work; to streamline the payroll associated with restructuring the staff according to job positions; at the same time, focus on training, retraining and fostering the staff to ensure adequate qualities, qualifications and capacity to match the tasks after reorganizing and streamlining the apparatus of ministries, branches and localities.

At the same time, focus on reviewing, amending and supplementing institutions and policies related to the organization of the administrative apparatus, operating mechanisms, and policies for the staff of civil servants and public employees in a complete and synchronous manner, ensuring the implementation of the goals of efficiency, effectiveness and efficiency of the apparatus and improving the quality of the staff of civil servants and public employees after the arrangement and organization of the apparatus. Implement the contents of salary policy reform according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo and develop a Government report to submit to the National Assembly at the 9th Session (2025) on salary reform, pension adjustment and social allowances.
