Timely grasp and better understand some policies and guidelines

Speaking at the opening of the Conference, journalist Nguyen Duc Loi - Permanent Vice President of the Vietnam Journalists Association said that in recent times, the Vietnam Journalists Association at all levels, central press agencies and northern provinces have always been proactive and flexible in overcoming difficulties, joining hands with journalist members to work effectively to fulfill the political tasks assigned by the Party and the State. At the same time, it is an important focal point, closely coordinating with the Vietnam Journalists Association to do well in people's diplomacy, helping international friends understand the achievements and important results of the country.

Thereby, the team of journalists in the region gradually matures in political capacity, professional ethics and improves their professional qualifications; proactively promotes their role to accompany local Party committees and authorities at all levels and competent agencies to promptly, honestly and objectively reflect all aspects of political activities, economic, cultural and social life; contributes significantly to orienting public opinion, creating consensus in society, and strengthening people's trust in the leadership of the Party and State.

Implementing the 2024 work plan, in order to help Party committees, authorities and all levels of the Journalists' Association, press agencies promptly grasp and better understand a number of Party policies and newly issued State laws and policies on the organization, operation and management of the Association, on November 5, the Vietnam Journalists' Association successfully organized the Conference "Disseminating the Party's policies and State laws and policies on the Association and improving the quality of consulting in the office work of the Journalists' Association" for the Journalists' Association and local press agencies in the Central - Central Highlands region in Tuy Hoa city, Phu Yen province.

"Given the importance of this conference, I hope that the comrades representing the leaders of the Department of People's Organizations, the Central Committee for Mass Mobilization and the Department of Non-Governmental Organizations, the Ministry of Home Affairs will pay attention to disseminating and guiding the effective implementation of the contents of a number of policies and regulations of the Party and the State that have just been issued, such as Decision 118 of the Secretariat on the Regulations on the organization and operation of mass associations assigned by the Party and the State at the Central level and Decree 126 of the Government regulating the organization, operation and management of associations; especially the Party's guidelines and State's policies on the process of assigning tasks, financial support or policies and regimes for people working at associations assigned by the Party and the State at the central level as well as at the localities" - Journalist Nguyen Duc Loi emphasized.

At the Conference, delegates listened to reporters disseminate a number of new policies of the Party and important laws of the State on the Journalists Association, including Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat on promulgating the Regulations on organization and operation of mass associations assigned by the Party and State at the Central level; disseminated the new content of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government on regulations on organization, operation and management of associations.

In particular, the reporters disseminated the Party's guidelines and the State's policies on the task assignment process, financial support, or policies and regimes for those working at associations assigned by the Party and the State at the central and local levels.

These are in-depth, very practical and useful contents for leaders of all levels of the Journalists Association, press agencies and staff working in the Association's office to advise and assist the Association's Standing Committee to absorb, study and apply in practice to focus resources to better perform assigned political tasks.

The delegates focused on promptly grasping the main contents of a number of new policies and regulations; at the same time, they made recommendations and proposed solutions to improve the quality of consulting in office work, helping the Northern Journalists Association continue to clearly demonstrate its role and improve the quality of its activities in the current difficult conditions.

With a sense of responsibility, intelligence and enthusiasm, the delegates focused on research, participated in discussions, gave presentations... clearly stating difficulties and obstacles, making proposals and recommendations, and especially proposing practical and feasible solutions, close to the reality of press activities and the Association's activities, contributing to the effective application of the State's policies on association activities and press work.

Discussing solutions to improve the activities of local Journalists Associations when implementing the ordering mechanism, Journalist Do Ngoc Ha - Permanent Vice President of Quang Ninh Journalists Association said that in order for local Journalists Associations to be more proactive and convenient in the process of proposing assignments and organizing the implementation of assigned tasks, the Vietnam Journalists Association needs to issue an annual document guiding the activities of local Journalists Associations. This document, in addition to being sent within the Association's organizational system, needs to be sent to local Party committees and authorities to facilitate provincial and municipal Journalists Associations.

In addition, the Vietnam Journalists Association also needs to organize more meetings with local Party committees and authorities to unify and create consensus with provincial and municipal leaders in leading and directing the activities of local Journalists Associations. Along with the tasks assigned by local Party committees and authorities to the provincial Journalists Association, he also suggested that the Vietnam Journalists Association should propose to the Party and Government to assign tasks to the Vietnam Journalists Association system in general, including tasks undertaken by local Journalists Associations to affirm the role and position of the provincial and municipal Journalists Associations...

In addition, opinions focused on the need to clarify concerns that have been raised for many years about the regime and policies (Article 7 of Decision 118; Article 40 of Decree 126) or "State policies towards associations assigned by the Party and State" (Article 39 of Decree 126).

In addition, some opinions are concerned about the fact that "Heads of provincial associations assigned to the payroll" are equivalent to "Deputy Heads of departments, agencies, branches..."; "Deputy Heads of provincial associations assigned to the payroll" are equivalent to Heads of district-level departments according to Conclusion 35 dated May 5, 2022 of the Politburo on the list of titles, leadership positions and equivalents of the political system from the central to grassroots levels...

Concluding the Conference, Permanent Vice President of the Vietnam Journalists Association Nguyen Duc Loi affirmed: Improving the quality and effectiveness of the activities of the Vietnam Journalists Association is a requirement that has been set by the Central Party Secretariat for decades, most recently in Directive 43 dated April 8, 2020 of the Secretariat "On strengthening the Party's leadership over the activities of the Vietnam Journalists Association in the new situation", and at the same time is a legitimate demand, a full trust of more than 26,000 journalist members nationwide in the "Vietnam Journalists Association - the common home" that represents them.

To meet those requirements and demands, the Standing Committee of the Vietnam Journalists Association has been implementing many creative ways that have brought about very practical results. Closely following the Party's guidelines and the State's legal policies, in the 3 years of this term, the Standing Committee of the Association has directed the units under the Central Agency of the Association to closely coordinate with the Associations at all levels, press agencies nationwide in general and especially the Associations and press agencies in the Northern and Central regions to proactively deploy, flexibly and systematically implement the contents and activities under its authority; ensuring the role of guiding and guiding the activities of journalist members at the grassroots level.

In the roadmap to improve the quality of activities of all levels of the Journalists Association in general, the activities of the Journalists Association, press agencies in the Northern region and in the Central region in particular; in the coming time, the Standing Committee of the Vietnam Journalists Association will continue to organize conferences and seminars to create synchronization and unity in awareness, thinking, skills in journalism and Association activities of journalist members, especially the leaders of the Association and staff working in the Association's office full-time so that they will be a very important link in the direction and implementation of the work.
