"Correct" and "accurate" activity content

Through the implementation of the Project, the majority of Party cells have fully and qualitatively implemented the contents of Party cell activities according to the regulations and instructions of the Provincial Party Committee's Organization Board. Party cell secretaries have been more proactive and responsible in preparing the content of activities to unify the content and program before conducting Party cell activities. The awareness and responsibility of Party members in participating in Party cell activities have been raised; promoting democracy, proactiveness and creativity of Party members, actively participating in discussions, contributing opinions, making decisions on tasks, solutions to lead the implementation of political tasks and participating in the development of Party cell resolutions.

Comrade Nguyen Hung Vuong, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee attended the meeting of the Na Cooc village Party Cell, Binh An commune Party Committee (Lam Binh).

The Party Committee of Xuan Lap Commune (Lam Binh) chose "Improving the quality of Party cell activities" as a breakthrough task in studying and following Ho Chi Minh's ideology, morality and style. The leaders of the Party Committee of the commune themselves also identified the leadership of "improving the quality of Party cell activities" as a breakthrough task for individuals. Comrade Lo Tien Huong, Secretary of the Youth Union of Xuan Lap Commune, was assigned to participate in activities at the Khuoi Trang Village Party Cell and shared: When the Party cell activities had many "correct" and "accurate" contents in accordance with the actual situation of the village, the atmosphere of the Party cell's activities became more exciting. For the first time, the Party cell was able to develop a resolution, identify key tasks, and assign specific tasks to each Party member. The leadership role of the Party cell was promoted. Specifically, in the past time, the Party cell has stepped up leadership in eliminating temporary and dilapidated houses, focusing on propagating people not to use herbicides in agricultural production... From 2021 to now, the village has eliminated 10 dilapidated houses and replaced them with rammed earth houses, both restoring traditional cultural features and attracting tourists. The Party cell has also stepped up leadership in raising carp in the fields, introducing Khau Mang specialty rice varieties for cultivation. Initially, only 3/77 households in the village had toilets. After the Party cell's leadership resolution, Party members actively set an example and mobilized, and now 100% of households have toilets that meet the prescribed criteria.

Comrade Tran Thi Bich Hanh, Secretary of Party Cell 4, Provincial People's Procuracy Party Committee, said that in order to overcome the limitations and improve the quality of activities, the Party Cell has clearly and correctly identified the causes. Accordingly, the Party Cell immediately took steps to prepare the content of the activities carefully according to the instructions; selected the contents related to the unit's reality to thoroughly understand; integrated the "Studying and following the ideology, morality and style of Ho Chi Minh" with overcoming weaknesses and shortcomings. The methods of conducting activities, conducting discussions, and suggesting issues gradually demonstrated scientific nature. In particular, the role and responsibility of the host and the Party Committee were more clearly demonstrated. Thereby, the quality of Party Cell activities was improved, contributing significantly to the unit's excellent completion of the assigned tasks from the beginning of the term until now.

In particular, implementing Regulation No. 18-QDi/TU dated October 5, 2018 of the Provincial Party Standing Committee on the responsibilities of members of the Provincial Party Standing Committee, members of the Provincial Party Committee, Party Committee members and cadres and civil servants of specialized agencies advising and assisting Party Committees at all levels to attend meetings with residential area Party cells under the assigned Party Committee. Up to now, the implementation has become increasingly routine from the province to the district. In 2023, 33,690/39,204 district-level Party Committee members, cadres and civil servants of specialized agencies advising and assisting Party Committees at the district level, and grassroots Party Committee members attended Party cell meetings, reaching a rate of 85.94%. Of which, the Standing Committee of the district-level Party Committee attended Party cell meetings at a rate of 104.55%; grassroots Party Committee members attended Party cell meetings at a rate of 89.21%. Participating in Party cell meetings is a strong innovation in leadership methods and working style of leaders at all levels with a strong focus on the grassroots. Thereby contributing to improving the quality of Party cell meetings; creating cohesion with the grassroots.

Comrade Ma Ngoc Hiep, Deputy Head of the Organizing Committee of the Na Hang District Party Committee, was assigned by the Standing Committee of the District Party Committee to be in charge of Sinh Long commune. Every month, Comrade Hiep attends meetings with each Party cell in the commune Party Committee. There are villages where the roads are still difficult, many times Comrade Hiep has to leave his motorbike and walk for half a day to attend meetings with the Party cell. Thanks to his guidance, the quality of activities at the Party cells has been increasingly improved and put into order, many Party members have promoted their leadership role in fully conveying the Party's policies and resolutions to the people. Based on the policies and resolutions of the Party cells, Shan Tuyet tea and soybean trees on this land are growing, bringing income to the people. Even happier, from the people's recommendations, the road to Khuoi Phin is being invested in by the state, tomorrow there will be a big road, the people's lives will change, making it more favorable for the development of commodity agriculture, and people's income will be raised.

Improve the quality of Party cell secretaries, increase the rate of party members attending meetings

Improving the quality of Party cell activities according to Project 16 in conjunction with implementing Resolution 4 of the Central Committee (term XI, XII), studying and following the ideology, morality and style of President Ho Chi Minh has created profound changes in the ideology and awareness of cadres and Party members; the awareness of Party committees and Party members about the position and role of Party cells and the significance and importance of improving the quality of Party cell activities has been significantly improved. The content of Party cell activities is strictly directed by grassroots Party committees, ensuring the correct procedures and order of steps from preparation to operation of Party cell activities.

Comrade Pham Thi Minh Xuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council attended the meeting of the Party cell at her place of residence.

The preliminary results of the 3-year implementation of Project No. 16 of the Provincial Party Standing Committee show that the qualifications of the grassroots Party Committee have been improved, 96.22% of Party cell secretaries under the grassroots Party Committee have received professional training. The Party cell secretaries have been strengthened in accordance with regulations. The whole province no longer has villages and residential groups with joint activities. For Party cells in villages, hamlets and residential groups with less than 7 Party members, the grassroots Party Committee has arranged for commune-level cadres and civil servants to participate in activities together.

Many of the Project's objectives have been achieved as planned, such as: The average rate of Party members participating in Party cell activities from 2020 to December 2022 reached 90.48% (target 90%); the average rate of Party cells self-assessing and classifying the quality of regular Party cell activities from 2020 to December 2022 as Good was 92.11% (target 80%)... Notably, the number of Party cells that completed their tasks well or better each year increased compared to the previous year. In 2023, the number of Party cells classified as completing their tasks well and Party members completing their tasks well or better reached over 93%... achieving the target of Project 16.

The quality of Party cell activities has been improved, contributing effectively to improving the leadership capacity and fighting strength of grassroots Party organizations, while also making an important contribution to successfully implementing socio-economic development tasks and ensuring national defense and security in the province. Notably, by the middle of the 2020-2025 term, the whole province had 14/15 basic targets to ensure the results and roadmap for implementing the Resolution of the 17th Provincial Party Congress.

The Tuyen Quang - Ha Giang Expressway project is one of the key projects of the province, passing through many localities in Ham Yen, Yen Son districts and Tuyen Quang city. To ensure the time of project implementation, site clearance plays an important role. Therefore, to propagate and mobilize people to support the site clearance for the construction of the expressway, the Party Committees and Party cells of the localities where the expressway passes have promoted their leadership and direction roles. At the same time, they have actively propagated and mobilized people to implement. The Tuyen Quang - Ha Giang Expressway project passes through 4 villages of Kim Phu commune, Tuyen Quang city. The total area of ​​recovered land is over 36.8 hectares of 211 households. Of which, village 19 is one of the 4 villages with many households in the area of ​​site clearance for road construction, with over 60 households. Implementing the motto of “party members go first”, “rain gradually penetrates slowly”, the Party cell and its organizations have actively propagated and mobilized the people in the village about the significance of building the expressway for the socio-economic development of the locality. Thanks to that, from concerns and questions, the people have agreed and supported the work of clearing the land for road construction; creating favorable conditions for the project construction unit.

Comrade Hoang Quang Tuyen, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Na Hang district affirmed: The project to improve the quality of Party cell activities has a great impact on changing the socio-economic landscape in the mountainous district of Na Hang. By pointing out the limitations and shortcomings in activities, the Party cells have basically overcome them; the quality of activities has been improved, the leadership method has been innovated, bringing about clear results. Typically, in implementing the resolution of the District Party Committee on developing commodity agriculture, many villages that were previously in particularly difficult situations, the village Party cells have identified their potential strengths and put them into the resolution for leadership and direction, and organized effective exploitation. Many agricultural products of the district have been formed and have a firm position in the market such as: Shan Tuyet tea, lake fish, off-season vegetables, upland sticky rice... helping to increasingly improve the lives of ethnic minorities in the district. Practical lessons show that improving the quality of Party cell activities has promoted the Party's leadership role, which is of great significance in quickly bringing the Party's policies and resolutions into life.

Comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Board, said: After nearly 4 years of implementing Project No. 16, Party committees, Party organizations, agencies and units from the province to the grassroots have seriously deployed and effectively organized the implementation. Along with that is the proactive, active, drastic and synchronous participation of Party committees at all levels, the Fatherland Front and socio-political organizations. Party committee members and cadres and civil servants from the province to the grassroots have basically implemented well Regulation 18-QDi/TU of the Provincial Party Committee's Standing Committee, thereby contributing to improving the quality of Party cell activities.

In particular, improving the quality of Party cell activities according to Project No. 16 in conjunction with the implementation of Resolution No. 4 of the Central Committee and Directive No. 05-CT/TW of the Politburo has created profound changes in the ideology and awareness of cadres and Party members; the awareness of Party committees and Party members about the position and role of Party cells and the significance and importance of improving the quality of Party cell activities has clearly changed; the innovation of the form and content of training and education to equip knowledge, Party work skills and skills in organizing Party cell activities has helped Party committees and Party cell secretaries better grasp the requirements, content, procedures and methods of running a Party cell meeting. Thereby, the quality of Party cell activities has been improved, which is a premise for Party cells to carry out the task of implementing the model of 4 good Party cells and 4 good Party chapters, while improving the quality of Party committee members, especially Party cell secretaries.

In reality, improving the quality of Party cell activities is an important factor determining the leadership role and fighting strength of the Party organization, helping each Party member to improve political and ideological awareness and perform the leadership and educational functions of the Party cell. This creates a solid foundation for building a clean and strong Party cell and Party organization.
