Speaking at the opening of the Conference, Minister Nguyen Van Hung said that on the morning of December 18, the Conference to summarize the work in 2024 and deploy key tasks of the Culture, Sports and Tourism sector in 2025 took place at the Government Office and was connected online with 772 bridges at the People's Committees of provinces and centrally-run cities and district-level People's Committees...

The great success of the Conference of the Culture, Sports and Tourism sector is that we have spread culture, directed culture to the grassroots because it is the grassroots that creates culture, sports and tourism".

The second success, according to the Minister, although the Conference is annual in nature, it has spread the message and aspiration to enter a new era with confidence. We have made comments, deepening the content of preserving and promoting advanced cultural values, that is, we rely on the times, but at the same time honor identity, not losing identity.

The Minister also commented that the Conference was reasonably structured, the content of the discussions was in-depth and practical, and received the attention and expectations of the Party and State leaders. At the same time, the Ministry of Culture, Sports and Tourism coordinated and received the enthusiastic and responsible coordination and support of the Government Office.

"Those are the successes of the Conference that end a year of the industry but open a new year with new successes" - the Minister expressed.

Opening the discussion at the internal session, the Minister requested delegates, based on the functions and tasks of each unit and sector in 2025, to discuss focusing on a number of contents such as choosing which tasks to make a breakthrough, which solutions to implement, how to be flexible, creative, resolute, in the right direction, and to carry out the assigned tasks with focus, key points and effectively.

Speaking at the Conference, Ms. Ninh Thi Thu Huong, Director of the Department of Grassroots Culture, said that the industry has a gap in investment in human resources, this gap includes both human and economic resources. According to Ms. Ninh Thi Thu Huong, it is necessary to build institutions to develop human resources, build specific mechanisms for artists and in cultural and artistic training. At the same time, there needs to be a decree to have a policy mechanism, socialization in culture. The Director of the Department of Grassroots Culture gave an example of the cultural institution system, at cultural centers in each locality there are different operating policies, so there needs to be a common policy in operating and managing institutions in localities.

According to Director Ninh Thi Thu Huong, a weak area for the industry is smart governance. To achieve smart governance, digital transformation and digitization must be promoted.

Regarding the construction of grassroots cultural environments, there are currently more than 200 advanced grassroots cultural environment models nationwide. In 2024, the Department of Grassroots Culture summarized and divided into 7 groups according to criteria. In 2025, the Department will organize activities to share and replicate models in localities.

According to People's Artist Nguyen Xuan Bac, Director of the Department of Performing Arts (DPA), in 2025, the DPA will resolutely implement the construction and completion of institutions and policies, especially the Literature Decree and policies for artists.

Director Nguyen Xuan Bac also said that the Department of Performing Arts needs to promote digitalization in the coming time. Currently, the data system at the Department of Performing Arts has not been digitized. In addition, 2025 is an even-numbered year that celebrates many major national holidays. The Department of Performing Arts is developing plans and coordinating the organization of commemorative programs. "Regarding the use of the budget in ordering cultural and artistic works, it is necessary to focus on ordering correctly and effectively. The products produced must ensure quality. Not distributing evenly but distributing to units for effective use" - Director Nguyen Xuan Bac said.

Speaking at the Conference, Mr. Nguyen Anh Tuan, Director of the Department of Training, also informed about the roadmap for developing a Decree regulating specific policies in cultural and artistic training. Under the strong direction of the Minister, many meetings between the Ministry of Culture, Sports and Tourism and relevant ministries have been held in the past. Accordingly, Deputy Prime Minister Le Thanh Long agreed for the Ministry of Culture, Sports and Tourism to draft a Resolution to report to the Government for submission to the National Assembly around June 2025.

Concluding the Conference, Minister Nguyen Van Hung said that units of the Ministry of Culture, Sports and Tourism with public service units and state management agencies need to clearly define their roles, not encroach on each other's interests, and not forget the role of state management.

According to the Minister, the Departments and Divisions must properly perform their role as state managers, and must be true "teachers" and cannot "be both workers and teachers". Accordingly, it is necessary to issue legal documents within their authority, and propose competent agencies to issue legal documents in the areas under their management.

The Minister said that the Ministry still lacks decrees and circulars in performing arts, norms in tourism, literature, and amendments to some articles of the Decree regulating the awarding of the Ho Chi Minh Prize, the State Prize for Literature and Arts... The Minister requested that the Decree on specialized training must be completed in the first quarter. The Feasibility Report of the National Target Program on Cultural Development must be completed in the second quarter.

For public service units, the Ministry of Culture, Sports and Tourism has training units, performing arts units, and supporting activities and exhibitions. According to the Minister, in the general spirit, in the coming time, universities must implement autonomy. "Schools must be creative and innovative in their working methods and in training people, aiming for autonomy" - the Minister requested.

The Minister also emphasized the need to thoroughly implement savings, focus on key investments, and plan output products. In particular, he requested the Department of Personnel Organization to strictly control the issue of going abroad.

The Minister also pointed out the tasks that need to be done immediately in the coming time. Accordingly, the leaders of the units are required to prepare mentally to implement the arrangement of the apparatus, stabilize the staff, streamline the incompetent people, and retain the talented people; Urgently issue plans to organize activities to celebrate major events and state cultural work; Develop a plan to participate in organizing EXPO in a strict manner, without any omissions.

For the tourism industry, it is necessary to strengthen destination management, forecast international visitors, and peak season tourism. Management measures must follow the principles of safe destinations and competitive prices.
