Expanding the subjects eligible for amnesty on the occasion of the 80th anniversary of National Day

On the afternoon of July 7, in Hanoi, the Office of the President coordinated with the Ministry of Public Security, the Ministry of Foreign Affairs, the Supreme People's Court and relevant agencies to hold a press conference to announce Decision 1244 of the President on amnesty in 2025, on the occasion of the 80th anniversary of National Day.

At the press conference, Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, said that this is the second amnesty in 2025.

Deputy Minister Le Van Tuyen said that compared to the first amnesty, the subjects and conditions for amnesty this time are more expanded, demonstrating the special leniency policy of the Party and State during the time of many major political events of the country, including the 80th anniversary of National Day September 2.

Some crimes that were not considered for amnesty in the first round but were expanded in the second round are: intentionally causing injury multiple times to one person or once to many people; resisting a person on duty two or more times; robbing property multiple times, snatching property multiple times, stealing property multiple times; committing two or more intentional crimes; having one previous conviction but being sentenced to prison for an intentional crime...

The second new point of this amnesty is that the time for considering emulation for each type of crime is extended. The third new point is related to the criterion of "not adversely affecting security and order" when considering amnesty.

Speaking at the press conference, Deputy Head of the Office of the President Pham Thanh Ha said that on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day on April 30, the President decided to grant amnesty and early release to more than 8,000 prisoners. Although the number of people granted amnesty is large, political security and social order and safety are still ensured, preventing any complicated incidents caused by the amnestied people.

Most of the amnestied people have returned to their places of residence, stabilized their lives and worked honestly. The amnesty work has ensured political, legal, professional and foreign affairs requirements, and has been supported by the people at home and highly appreciated by international public opinion.
