The Ho Chi Minh City Department of Education and Training has just issued a document guiding the implementation of Resolution 04/2025 of the City People's Council on special policies to support tuition fees for preschool children under 5 years old, high school students studying at public and non-public educational institutions and high school continuing education students in the area from the 2025-2026 school year.

Specifically, students exempted from tuition fees from the 2025-2026 school year include: preschool children under 5 years old, high school students, and high school continuing education students studying at public and non-public educational institutions in Ho Chi Minh City; not including students studying at foreign-invested educational institutions.

The specific support level is divided into 2 groups of subjects as follows:

In which, group 1: Students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.

Group 2: Students studying at schools in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.

Also according to the Department of Education and Training, for students studying at public schools, the People's Committee of Thu Duc City and districts allocate the estimated tuition support budget according to Resolution No. 04 to public preschool and general education institutions and affiliated units according to the management hierarchy to make payments to beneficiaries who are studying, paid through educational institutions.

For students studying at non-public schools, the Department of Education and Training is responsible for paying and settling tuition support funds according to Resolution No. 04 directly to parents (or guardians) of students and trainees or authorizing educational institutions to pay and settle with the Department of Education and Training.

For educational institutions under the Department of Education and Training, this unit will allocate the estimated tuition support budget according to Resolution No. 04/2025 to public preschool and general education institutions and affiliated units to make payments to beneficiaries who are studying, paid through educational institutions.

For students studying at non-public schools under the Department of Education and Training, schools under the management of other departments and universities in Ho Chi Minh City, tuition support is implemented as follows:

Based on information provided by the units, the Department of Education and Training will provisionally provide special policy funding to support tuition fees according to Resolution No. 04/2025 to the accounts of the educational institutions that provided it (not transferring funds to the accounts of individuals and companies).

No later than 30 working days from the date of receiving the funds, the unit shall make payments to the beneficiaries. To ensure transparency in the payment process, the Department of Education and Training requests that units note the non-cash payment method (the unit shall transfer money to parents and students).

The City Department of Education and Training requires principals to be responsible for disseminating and widely propagating to each parent and learner about the special policy of tuition support.

In order to have a basis for timely implementation of tuition support funding according to Resolution 04, the Department of Education and Training requests the People's Committee of Thu Duc City and districts to report the forecast number of students for the 2025-2026 school year to the Department of Finance and the Department of Education and Training before April 10, 2025.

At the end of the 2025-2026 school year, the People's Committee of Thu Duc City and districts are responsible for confirming the actual number of students in the 2025-2026 school year at educational institutions and synthesizing the budget for implementing the tuition support policy for the 2025-2026 school year and sending a report to the Department of Finance and the Department of Education and Training before May 31, 2026.

For public and non-public educational institutions under the Department of Education and Training, excluding foreign-invested schools and schools under other departments and sectors, the report must be sent to the department before September 30, 2025.

At the end of the 2025-2026 school year, units must send a report on tuition support funds according to Resolution No. 04 to the Ho Chi Minh City Department of Education and Training before May 31, 2026.
