Maximize integration of resources for development

As a particularly difficult highland district, the majority of the population is Mong people, and life and economy are still facing many difficulties. Therefore, every year, Tram Tau always focuses on timely implementation of National Target Programs (NTPs) on socio-economic development (SED) in ethnic minority and mountainous areas, creating a great driving force to promote local socio-economic development.

Reporter (PV) of Yen Bai Newspaper interviewed Mr. Mua A Pao - Head of Ethnic and Religious Affairs Department of Tram Tau district about this content.

Reporter: Could you please tell us about the results of implementing the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Phase I (2021 - 2025) in the district?
Mr. Mua A Pao: To effectively implement the socio-economic development goals in the area, the District Ethnic and Religious Affairs Department has advised the District People's Committee to direct departments, branches, and organizations to coordinate with local Party committees and authorities to focus on implementing the Government's documents on the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period, first of all, Phase I (2021-2025).
During this period, Tram Tau was allocated 231,780 million VND, including 162,988 million VND of development investment capital and 68,792 million VND of career capital. By the end of 2024, the district had disbursed 143,659 million VND, including: 123,751 million VND of development investment capital and 19,908 million VND of career capital.
In particular, many sub-projects have been implemented focusing on solving the shortage of residential land, housing, production land, and domestic water with a budget of 11,568 million VND; developing sustainable agricultural and forestry production, promoting local potential and strengths to produce goods according to the value chain; investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas with a budget of 29,911 million VND.
Developing education and training to improve the quality of human resources with a budget of 30,332 million VND; preserving and promoting the good traditional cultural values ​​of ethnic minorities associated with tourism development with a budget of 1,426 million VND; taking care of people's health, improving the physical condition and stature of ethnic minorities, preventing malnutrition in children, a budget of 1,217 million VND; implementing gender equality and solving urgent problems for women and children, a budget of 1,556 million VND; investing in developing ethnic minority groups with very few people and ethnic minority groups with many difficulties, a budget of 481 million VND; communicating, propagating and mobilizing in ethnic minority and mountainous areas, a budget of 1,623 million VND along with many policies for prestigious people in ethnic minorities, granting health insurance cards to ethnic minorities and people living in areas with especially difficult socio-economic conditions.

PV: What is your assessment of the results of implementing the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, Phase I (2021-2025) in the district?
Mr. Mua A Pao: With the participation of the entire political system, the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, Phase I, 2021 - 2025, has been promptly implemented, bringing practical results to people's lives.
Typically, over 1,200 households have benefited from domestic water support policies, including: implementing 3 centralized domestic water supply projects, supporting 873 water tanks, building houses for 523 households, supporting 1,579 breeding pigs, 1,257 breeding cows to help sustainably reduce poverty; maintaining and repairing 12 rural traffic works; building 3 new schools, purchasing equipment for 13 online meeting rooms, 10 televisions, 227 sets of student desks and chairs; opening 3 literacy classes in Tram Tau and Xa Ho communes with 75 students; consolidating 17 irrigation works, 1 national grid power project; investing in supporting the establishment and guiding the effective operation of 17 community communication team models in communes and towns...
However, the implementation process still encountered some difficulties such as: harsh weather and climate, large area, steep hills, inconvenient transportation in communes and villages, and scattered population.
The issuance of documents guiding the implementation of the Program by ministries and branches in the early stages was slow, and the allocation of public capital was sometimes late, leading to disbursement not achieving the desired results. As a poor district with limited revenue, it was also difficult to match capital for basic construction investment.
To improve the lives of local people, the district has mobilized maximum resources, actively directed the timely and effective implementation of target programs for socio-economic development, hunger eradication, and rapid and sustainable poverty reduction.
