– On the afternoon of February 28, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, worked with the delegation of the Cao Bang Provincial People's Committee on the investment project of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway through Lang Son province. Also attending were comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments and branches; leaders of the People's Committees of Trang Dinh and Van Lang districts.

On the side of the delegation of Cao Bang Provincial People's Committee, there were comrades: Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of Cao Bang Provincial People's Committee; Hoang Van Thach, Vice Chairman of Cao Bang Provincial People's Committee; representatives of leaders of a number of departments and branches of the province.

The investment project to build the Dong Dang - Tra Linh expressway under the form of public-private partnership was approved by the Prime Minister in Decision No. 1212 dated August 10, 2020; and approved the adjustment of the investment policy in Decision No. 20 dated January 16, 2023. On September 15, 2023, the People's Committee of Cao Bang province issued Decision No. 1199 approving the investment project to build the Dong Dang - Tra Linh expressway under the form of public-private partnership (PPP) (phase 1).

Comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Cao Bang province spoke at the meeting.

According to the report at the working session, on November 27, 2023, Cao Bang Provincial People's Committee approved the results of investor selection; on January 1, 2024, Cao Bang Provincial People's Committee, Lang Son Provincial People's Committee, and the investor consortium organized the groundbreaking ceremony for the project. The project implementation period is 36 months from the groundbreaking date.

Regarding the implementation of site clearance in Cao Bang province, up to now, the Cao Bang Provincial Site Clearance Council has handed over about 30 hectares to the project investor.

To ensure the project is implemented on schedule, the People's Committee of Cao Bang province has directed the project preparation unit and the investor to study design options for comparison and select the optimal option according to the content agreed between the leaders of the People's Committees of the two provinces at the working session on March 17, 2023. Accordingly, the representative of the project consulting unit presented 3 design options for the section avoiding Tham Luong dam and Radar Station 59.

Through analysis and evaluation, Cao Bang Provincial People's Committee proposed Lang Son Provincial People's Committee to consider and select option 2. According to this option, the route length is about 6.89 km with the starting point starting at Km31+700, the route goes to the right downstream of Tham Luong dam, close to the foot of the mountain, avoiding the influence of the military radar station, then the route crosses provincial road 226, the end point of the option ends at Km38+581.

At the meeting, delegates focused on discussing, expressing opinions, analyzing and evaluating the advantages and disadvantages of design options, ensuring people's livelihoods and long-term development orientation of localities affected by the project.

Project investor representative speaks at the meeting

At the end of the working session, the leaders of the People's Committees of the two provinces agreed to continue to direct relevant units of the two provinces to closely coordinate with the consulting unit to carefully study the feasibility of the options. At the same time, they agreed to directly survey the actual situation in the project implementation area to select a suitable option to be completed before March 6, 2024. At the same time, they noted that relevant agencies of the two provinces continue to coordinate with investors to actively carry out steps to serve the project's site clearance work to ensure the implementation progress and project objectives.
