Listening to criticism about extra teaching and learning

On the afternoon of April 29, at Duy Tan High School (Tuy Hoa City), the Provincial Fatherland Front Committee held a conference to provide social feedback on the Draft Decision of the Provincial People's Committee promulgating regulations on extra teaching and learning in the province.

Vice Chairmen of the Provincial Fatherland Front Committee Pham Van Bay and Pham Thi Ngoc Tuyet co-chaired the conference. Attending the conference were Deputy Director of the Department of Education and Training Vo Thi Minh Duyen; representatives of relevant departments and branches, consultants of the Provincial Fatherland Front Committee; education managers, teachers, parents and students of schools in Tuy Hoa City.

Opening the conference, Vice Chairman of the Provincial Fatherland Front Committee Pham Van Bay clearly stated the purpose of social criticism on the Draft Decision of the Provincial People's Committee promulgating regulations on extra teaching and learning in the province; the representative of the Department of Education and Training stated the new points of Circular 29 of the Ministry of Education and Training. On that basis, the Provincial Fatherland Front Committee oriented some key social criticism contents and listened to comments and criticisms from representatives of member organizations of the front, education management agencies, researchers, teachers, parents, students... on the contents related to extra teaching and learning according to the draft decision of the Provincial People's Committee.

At the conference, opinions expressed agreement with Circular 29 of the Ministry of Education and Training, because it is consistent with many current policies and regulations and with practical requirements. However, to be more rigorous and specific, delegates suggested that the Draft Decision of the Provincial People's Committee promulgating regulations on extra teaching and learning in the province should have clearer regulations on the management of extra teaching and learning outside of school; responsibilities of principals, relevant levels and sectors; conditions of facilities to ensure the organization of extra teaching; financial allocation and management mechanisms, etc. The opinions of the delegates were all recorded and specifically answered by Deputy Director of the Department of Education and Training Vo Thi Minh Duyen at the conference.

Based on the opinions at the conference, the conference chair requested the drafting agency to comply with the provisions of the Law on promulgation of legal documents, review the legal bases, issues related to the legitimate teaching and learning rights of teachers and students; especially must be consistent with reality, in harmony with legal regulations on finance, budget, and other relevant regulations to complete the Draft Decision of the Provincial People's Committee regulating extra teaching and learning.

Previously, the Provincial Fatherland Front Committee also held a conference to provide social feedback on the Draft Decision of the Provincial People's Committee promulgating regulations on extra teaching and learning in the province in Tay Hoa and Son Hoa districts.
