BOO Phu Ninh Water Plant Joint Stock Company said that the People's Committee of Quang Nam province issued Official Dispatch No. 5708 dated July 31, 2024, agreeing that BOO Phu Ninh Joint Stock Company is the sole water supplier in Tam Thang Industrial Park (IP). However, up to now, it has not been resolved to be able to invest in water supply to the entire Tam Thang IP as directed by the Provincial People's Committee. The company recommends that the provincial leaders pay attention and direct the implementation of the next steps so that the advisory agency agrees to license the remaining routes into Tam Thang IP.

Meanwhile, Investment and Trade Joint Stock Company 591 - the investor of Dong Phu Market Quarter Project (Que Son District) said that the project is behind schedule and has been extended by the Provincial People's Committee in Official Dispatch 3343/UBND-KTN dated May 13, 2024 (until the end of September 2025), due to difficulties in site clearance.

The company recommends that the competent authority issue a land use right certificate corresponding to the amount of land use fee the company has paid to have assets to secure loans from credit institutions, thereby having a financial source to fulfill tax obligations and implement the remaining part of the project. In addition, the company recommends that the local government promptly set prices and approve compensation plans, support resettlement of the remaining part so that the company can complete the project.

Phu Hao Tien Phuoc Company Limited (Tai Da Industrial Park, Tien Phong Commune, Tien Phuoc) requested approval of the investment policy for the Phu Hao Tien Phuoc Forestry Processing Factory Project. The company has made investments, worked with the Tien Phuoc District People's Committee, and advanced more than VND 1.4 billion for site clearance. The company has requested the Provincial People's Committee and the Department of Planning and Investment to consider and guide the company to complete the procedures and documents for project investment approval.

With the proposal of Investment and Trade Joint Stock Company 591, Chairman Le Van Dung requested relevant departments, branches and the People's Committee of Que Son district to support the enterprise to remove difficulties and try their best to soon finish this project because it has been dragging on for too long.

Project of Phu Hao Tien Phuoc Company Limited, Chairman of the Provincial People's Committee Le Van Dung affirmed that Tai Da Industrial Park does not have a centralized wastewater treatment system, which is the responsibility of Tien Phuoc District People's Committee. The district has committed to completing the wastewater treatment system by June 2025, at which time the enterprise will connect and will not be subject to environmental regulations.

In 2024, Quang Nam will promote business support and investment promotion and attraction. Investment attraction results will be better than in 2023. The province has newly granted 29 domestic investment projects with a total registered capital of VND 4,915 billion and 10 foreign investment projects with a total registered capital of USD 134.85 million. Resolute administrative reform

Administrative procedure reform (AP) associated with the implementation of the one-stop shop and inter-connected one-stop shop mechanisms and promoting the application of information technology in receiving and handling APs has created favorable conditions for people and businesses in the process of transacting with state administrative agencies.

According to the Department of Information and Communications, up to now, the province has provided and publicized 1,025 online public services on the National Public Service Portal (including 1,011 full-process public services) to serve the needs of handling administrative procedures of organizations and individuals inside and outside the province.

The rate of online records reached 75.25%; the rate of complete online records reached 92.9%; the rate of integrated administrative procedures and online payment implementation reached 90.1%; the rate of online payment records reached 64.6%.

Currently, all units have implemented sending and receiving electronic documents (without paper copies) with most regular documents; the application of digital certificates and digital signatures has been deployed to 100% of state agencies in the province, from provincial to communal level; 100% of electronic documents sent are digitally signed, effectively serving the direction and operation work, saving costs, creating a modern working environment...

Urgent decentralization and delegation of power to localities

To implement solutions to improve the efficiency of providing and using online public services, the People's Committee of Quang Nam province requires departments, branches and localities to step up cutting and simplifying 50% of internal administrative procedures and costs of complying with internal administrative procedures; urgently decentralize and delegate authority to localities to implement administrative procedures in the direction of "whichever level does the best, especially the grassroots level closest to the people". Strive to successfully implement the tasks by 2025, 100% of eligible administrative procedures are provided in the form of full-process public services and at least 80% of administrative procedure records are processed completely online. According to Mr. Le Mai Khac Hung - Deputy Director of the Provincial Tax Department, in 2024, the Quang Nam tax sector will drastically and synchronously implement administrative reform in all areas, focusing on promoting administrative procedure reform, controlling administrative procedures and digital transformation. These activities create favorable conditions, minimize costs for taxpayers, enhance effectiveness and efficiency in tax management, contribute to increasing budget revenue and improving the provincial competitiveness index.
