An Giang strongly applies digital transformation
According to the assessment of the Provincial People's Committee, in recent years, the province has focused on leading, directing, and organizing the implementation of the application, development of science and technology, innovation, and digital transformation, achieving many positive results. Digital infrastructure has been invested in to basically meet the requirements. Digital platforms and shared application systems have been put into effective operation, serving well the management and operation work. The contribution of total factor productivity (TFP) to the GRDP growth of An Giang province in the period 2011 - 2022 is an average of 4.42%/year; the contribution of TFP to economic growth in 2022 is 53.8%. The scale of An Giang province's digital economy in 2023 accounts for 5.28% of GRDP, in 2024 accounts for 5.99% of GRDP.
According to Director of the Department of Science and Technology Le Quoc Cuong, the province focuses on promoting the application of science and technology, innovation and digital transformation to improve productivity, quality and competitiveness of key products (rice, seafood, fruits). Building smart agricultural production models, applying high technology, and tracing product origin helps increase added value and develop the province's agricultural sector. Enterprises actively apply technological innovation, access digital solutions in management, production and trade, increase value...
In addition, the telecommunications infrastructure is invested quite synchronously; ensuring connection from the province to the commune level. The connection, interconnection, and data sharing within the province is carried out through the provincial data integration and sharing platform (LGSP); with central ministries and branches through the national data integration and sharing platform (NDXP).
According to Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc, digital transformation is considered an important pillar in the process of realizing Resolution 57-NQ/TW in An Giang. The province is making efforts to build e-government, towards digital government, improving the effectiveness of state management and the quality of service to people and businesses. Party committees, Party organizations and authorities have resolutely implemented Resolution 57-NQ/TW. Initial steps have been taken to form a basic and specialized database, serving the deployment of information technology applications and e-government services, towards digital government. As of March 2025, 12/14 provincial-level state agencies have completed e-government; over 90% will be completed before August 2025.
Up to now, high-speed fiber optic Internet has reached 100% of commune, ward and town centers. Mobile broadband Internet covers 100% of hamlets and villages. 100% of industrial parks, enterprises, schools and hospitals have Internet connection for management and operation. Fixed broadband network coverage rate, 3G/4G coverage rate reaches 100% of communes... Along with that, e-commerce has strongly developed, bringing great values and benefits to enterprises and people; expanding the market for products, through electronic payment services (VNPT Pay, Viettel Money, MobiFone Pay, QR code...). Products of the industry are linked with large e-commerce platforms, 100% of supermarkets, shopping centers... accept cashless payments.
Increasing the content of science and technology in agricultural production
In the coming time, the province strives for a minimum TFP contribution to economic growth of 55%. The local innovation index (PII) ranking is among the top 30 nationwide. The digital economy scale reaches at least 20% of the province's GRDP. The rate of online public service use by people and businesses is over 80%; non-cash transactions are over 80%; over 40% of businesses have innovation activities.
Science and technology and innovation play an important role in building and developing cultural, social and human values. An Giang maintains a human development index (HDI) of over 0.7. Human resources for scientific research, technology development and innovation reach 12 people per 10,000 people. The number of international scientific publications increases by an average of 10% per year; patent applications and patent protection certificates increase by an average of 16-18% per year, and the commercial exploitation rate reaches 8-10%.
Advanced and modern digital infrastructure; successfully deploying and applying a number of strategic and digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, 5G, 6G mobile information and a number of emerging technologies. 100% of users have the ability to access fixed broadband at speeds above 1Gb/s. 5G coverage throughout the province; completing the construction of smart cities; State management, service provision in the digital environment. Developing digital government, digital economy, digital society, digital citizens, digital cultural industry at a high average level in the provinces...
By 2045, science and technology, innovation and digital transformation will develop steadily, contributing to making An Giang a province with a higher income than the national average. The local innovation index (PII) ranking is in the top 20 nationwide; the digital economy scale reaches at least 35% of GRDP; and is in the top 20 provinces and cities in innovation, digital transformation, etc.
Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Le Hong Quang requested departments, branches, sectors and localities to effectively implement the Central's mechanisms and policies on science and technology development, innovation and digital transformation. Study preferential policies, encourage enterprises to invest in digital transformation, apply science and technology to improve production - business efficiency and corporate governance. Promote digital transformation, application of science and technology, innovation in key areas and strengths of the province; strengthen domestic and international cooperation in this field, especially artificial intelligence. |
