Part 2: Building Thai Binh Economic Zone to become the key point and driving force for economic development of the province

With the participation of the entire political system and the high consensus of the people, the construction of Thai Binh Economic Zone (EZ) to become the focus and driving force for economic development of the province in the spirit of the Resolution of the 20th Provincial Party Congress has been strongly implemented.

Building synchronous infrastructure

Since its establishment, Thai Binh Economic Zone has attracted 3 industrial park infrastructure projects including: Lien Ha Thai Industrial Park, Hai Long Industrial Park and VSIP Industrial Park. Lien Ha Thai Industrial Park (Thai Thuy) was selected by the province as the pioneering and key industrial park in Thai Binh Economic Zone, a model that creates a breakthrough in attracting green FDI investors, aiming for sustainable development.

Lien Ha Thai Industrial Park has a total area of ​​nearly 600 hectares, a total investment of nearly 4,000 billion VND, located in Thuy Lien commune and Diem Dien town, invested by Green i-Park Joint Stock Company.

Ms. Dang Thi Hiep, Sales Director of Green i-Park Joint Stock Company, said: During the project investment process, the Company has always received the attention, direction and timely support of the provincial leaders as well as departments, branches and localities, especially the Economic Zone Management Board and Industrial Parks of the province and Thai Thuy district, from site clearance, infrastructure deployment to investment promotion and attraction. Therefore, after just over 2 years of operation, the Company has built the image of a green, modern and smart industrial park, meeting high technical standards for investors and large corporations to survey and decide to invest. Up to now, the Company has cleared 99% of the site, readying the site for investors; closed 80% of the internal roads; completed the wastewater treatment plant with a capacity of 5,000m3 /day and night, and provided adequate electricity and water for investors who have come into operation and production. The entire industrial park has attracted 15 investors from Singapore, Korea, Taiwan, China... with a total investment of over 1 billion USD, including Pegavision Corporation, which produces contact lenses, with a total investment of 200 million USD; Lotes Vietnam Co., Ltd., which produces RAM sockets, with a total investment of 120 million USD; Compal Electronic Co., Ltd., which produces phones, tablets, and smart devices, with a total investment of 260 million USD; Greenworks Vietnam Co., Ltd., which produces gardening equipment, with a total investment of 200 million USD...

Not only focusing on leading and directing investment in infrastructure of industrial parks in the economic zone, in recent times, the province has focused on mobilizing resources to invest in transport infrastructure, especially transport routes connecting to Hai Phong such as the coastal road, the route connecting Lien Ha Thai Industrial Park to Hoa River Bridge, the CT.08 expressway through Thai Binh - Nam Dinh province, the road from Thai Binh city to Vanh islet... Besides, the province also focuses on promoting investment in building the power grid system, ensuring electricity supply for the economic zone; building a water supply system and a water pipeline network covering the communes in the economic zone, and continuing to review the planning of water supply works to ensure meeting the demand for clean water in the coming time. In addition, the province also focuses on planning social infrastructure works to serve the needs of workers, experts, investors such as social housing, urban areas, tourism, services, golf courses...

Actively attract investment

To provide maximum support to investors, the province has issued preferential policies and investment support in Thai Binh Economic Zone from 2020 to 2030 with preferential policies on land; support for technical infrastructure up to the fence; support for site clearance; support for the construction of centralized wastewater treatment systems for industrial parks and industrial clusters; support for labor training; support for administrative procedures. In addition, the province also focuses on directing administrative reform, improving the investment and business environment, proactively cutting 40% of the time limit for handling administrative procedures, creating maximum conditions for people and businesses in the process of implementing investment projects in the province; organizing provincial working delegations to promote investment abroad, receiving and working with investors coming to learn about investment in the province in general and Thai Binh Economic Zone in particular; In particular, a working group for investment promotion and support in Korea (Korea Desk Thai Binh) and the Korean Investment Promotion Office in Thai Binh province in Seoul have been established; websites have been built and upgraded to provide information on the investment environment for investors, thereby introducing and promoting the potentials, comparative advantages, planning, development orientations, preferential policies, and investment support in Thai Binh Economic Zone, on that basis calling for domestic and foreign investors to invest in Thai Binh Economic Zone.

Mr. Phan Dinh Duc, Deputy Head of the Board, in charge of the Provincial Economic Zone and Industrial Park Management Board, said: In order to effectively carry out the work of attracting investment, as a focal point for enterprises to access information and research investment projects in Thai Binh Economic Zone and Industrial Parks in the province, the Provincial Economic Zone and Industrial Park Management Board always focuses on administrative reform, creating the most favorable conditions for enterprises and investors in the process of investment research and project implementation. Investors are provided with all necessary information by the Board through many channels such as direct consultation, public on the electronic information portal, the Board's information page on the Zalo application, and sending specialized staff to guide and answer each content that investors are interested in.

In 2023, despite many difficulties, production and business activities of enterprises in Thai Binh Economic Zone and industrial parks were basically stable. The Provincial Economic Zone and Industrial Park Management Board issued new and adjusted investment registration certificates for 62 projects with an additional registered investment capital of more than VND 19,200 billion, including 27 new projects with an additional registered investment capital of nearly VND 18,400 billion, FDI capital reaching more than 2.7 billion USD. Accumulated to the end of 2023, there were 333 valid investment projects with a total registered investment capital of nearly VND 141,000 billion.

After 6 years of establishment, Thai Binh Economic Zone has quickly affirmed its key role and driving force for development, contributing to strongly attracting foreign investment and opening up the prospect of becoming an industrial and service center of the North. In the period of 2021 - 2023, the total investment capital attracted to the province's economic zones and industrial parks reached nearly 104,000 billion VND, of which FDI capital reached 3.74 billion USD, 4.45 times higher than the province's total FDI capital in the period 2020 and before, contributing to Thai Binh ranking 15th and 16th in the country in attracting FDI capital in 2021 and 2022 and ranking 5th in the country in attracting FDI capital in 2023.

Thai Binh Economic Zone:

- Established by the Prime Minister's decision in 2017, with a total area of ​​30,583 hectares;
- Is a coastal economic zone including 30 communes, 1 town in two districts Thai Thuy, Tien Hai and the coastal adjacent part;
- It is a comprehensive, multi-industry economic zone, including functional areas: 25 industrial zones with a total area of ​​8,020 hectares, Thai Binh seaport area of ​​500 hectares, Thai Binh Power Center of 853 hectares, tourism - service area of ​​3,110 hectares, agricultural, forestry and aquaculture areas of 4,715 hectares, urban areas of 3,000 hectares...
