Rise from "bottom of the well and foot of the wall"

The above direction was given by Prime Minister Pham Minh Chinh in his concluding speech at the Government Conference with localities to implement the Central's conclusions and the National Assembly's and Government's resolutions on economic growth.

Prime Minister Pham Minh Chinh stated that the conference was held to implement the conclusions of the Central Committee, resolutions of the National Assembly and the Government on striving for GDP growth of at least 8% in 2025, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".

The Prime Minister pointed out that the world and regional situation is evolving rapidly and unpredictably, while the tasks for 2025 are numerous, very heavy, difficult, and challenging, intertwined with opportunities and advantages, but with more difficulties and challenges.

The Prime Minister raised the question "do we have the ability to do, the confidence to do and the courage to do" in achieving the growth target of at least 8% in 2025 and double-digit growth in the coming years.

He reiterated that after nearly 40 years of Renovation, rising from poverty, the ruins of war, siege, embargo, from "the bottom of the well and the foot of the wall", we have achieved great achievements of historical significance. Our country has never had such a foundation, potential, position and international prestige as today.

The Prime Minister commented: Through that, we see that we have enough confidence, enough conditions, enough capacity to be determined to achieve growth of 8% or more, creating momentum, creating position, creating force for double-digit growth in the coming years.

The good news is that we see a spirit of determination and resoluteness throughout the Party, the entire political system, and the entire people.

On this occasion, the Prime Minister commended some localities, such as Bac Giang and Quang Ninh, for setting high growth targets, of which Quang Ninh set a target of 14%, higher than the target assigned by the Government (12%).

According to the Prime Minister's direction and administration, local authorities at all levels must promote proactiveness, positivity, and self-responsibility, ensure timely resolution of difficulties and problems, and best serve the people and businesses.

Promoting growth drivers including the Southeast and Red River Delta (12 localities in these two regions contribute 60% of the country's GDP), growth poles such as Hanoi and Ho Chi Minh City (Hanoi contributes 13.2% of GDP, 25% of the country's budget revenue, Ho Chi Minh City contributes 17.9%, 25% of the country's budget revenue).

At the same time, not forgetting the more difficult areas, the remaining 4 areas must make more efforts, try harder, promote different potentials, outstanding opportunities, and competitive advantages to move forward.

The Prime Minister gave an example: the advantages of the Southwest are rice and seafood; the Northern mountainous region is forests; the Central Coast is the sea, and the Central Highlands is industrial crops. Analyzing further on agricultural economic development, the Prime Minister said that it is necessary to stabilize the market, improve quality, and maintain credibility, especially in difficult times.

In the first quarter, 84.8 trillion VND of public investment capital must be allocated.

Among the 10 key tasks and solutions, the Prime Minister emphasized the task of continuing to perfect institutions, which is the "breakthrough of breakthroughs" and improving the effectiveness of law enforcement organization, ensuring a streamlined, effective and efficient apparatus.

Ministers and heads of sectors directly direct the work of building and perfecting institutions in the management field.

The thinking of law-making needs to be innovated, promoting the method of management based on results, and shifting strongly from "pre-inspection" to "post-inspection".

Regarding the task of promoting public investment, using public investment to lead private investment, the Prime Minister pointed out that of the total public investment capital in 2025 of 826,000 billion VND, 741,100 billion VND has been allocated, the remaining 84,800 billion VND has not been allocated, it must be allocated immediately in the first quarter of 2025, if not completed, it must be resolutely recovered and transferred to other places.

National key and important projects need to be focused on and completed soon. Strive to exceed the target of 3,000 km of expressway and over 1,000 km of coastal road by the end of 2025. Basically complete Long Thanh International Airport, Lach Huyen area ports, put into operation Tan Son Nhat T3 and Noi Bai T2 terminals; start construction of Lien Chieu port...

Urgently launch major, key projects such as nuclear power, Lao Cai - Hanoi - Hai Phong high-speed railway, etc. Focus on implementing projects to exploit new development spaces (underground space, sea space, outer space).

Develop mechanisms and policies for exploiting outer space, sea space, and underground space, including building a subway from Can Gio to Ho Chi Minh City and between Tan Son Nhat airport and Long Thanh airport.

Urgently build a legal corridor and incentive mechanisms for new issues, high-tech projects, digital transformation, green growth, circular economy...

Along with the request to focus on removing difficulties for businesses and projects, the Prime Minister suggested promptly clearing resources for projects facing difficulties and obstacles.

The Prime Minister noted that economic growth must be associated with handling issues arising in the short, medium and long term, especially population aging, resource depletion, natural disasters, epidemics, climate change, unpredictable fluctuations and risks from the international and regional situation.

"The task is very heavy but also very glorious. We must promote our responsibility to history, to the Party, the State, to the people, for the development of the country, for the happiness and prosperity of the people," the Prime Minister emphasized and requested ministries and branches to urgently and proactively handle proposals and recommendations from localities in the spirit of "not saying no, not saying difficult, not saying yes but not doing".
