Stuck in the mechanism, it is difficult to achieve the plan

The project to upgrade and renovate National Highway 4B, section Km18 - Km80, Lang Son province, was approved by the Ministry of Transport with a total investment of VND 2,296 billion, with the Lang Son Department of Transport as the investor, and the project implementation time is in 2024. The project has a total length of about 62.56km, of which the section through Loc Binh district is about 22.3km long, and the section through Dinh Lap district is about 40.26km long.

According to the Project Management Board for Upgrading Section Km18 - Km 80, National Highway 4B (under the Department of Transport of Lang Son province), the project is divided into two construction packages XL07 and XL08. Of which, package XL07 was started on February 22, 2024, with the value implemented to date reaching about 163.41 billion VND, reaching 18.61% of the contract value. Package XL08 was started on May 30, 2024, with the value implemented to date reaching about 50.52 billion VND, reaching 6.91% of the contract value. According to the investor's assessment, the project's implementation volume to date has not reached the set plan.

The leader of the Project Management Board for Upgrading Section Km18 - Km80, National Highway 4B said that the project was allocated detailed capital plan from December 29, 2023, but the budget was not approved for disbursement until February 22, 2024.

On the other hand, in the first 9 months of 2024, Loc Binh and Dinh Lap districts were severely affected by the weather, with continuous rain and storms. Site clearance work was slow due to the newly issued 2024 Land Law. Documents guiding the implementation of the Law were not timely, leading to difficulties in calculating compensation and support plans for households, as well as provisional plans that were not eligible for approval of advance payments to households.

Up to now, Loc Binh District People's Committee has only handed over 77.4% of the site clearance volume to the investor, Dinh Lap District People's Committee has handed over 77.09% of the volume. The site clearance work has not ensured the progress according to the plan.

In addition, the relocation of technical infrastructure works such as water lines, telecommunication lines, 35KV and 110KV high-voltage power lines along the entire route is still slow, and many locations are also stuck. Currently, on the section of the route belonging to Dinh Lap district, there has not been an agreement on the plan to relocate the power line with Lang Son Electricity Company; the districts have not yet agreed on the plan to relocate the fiber optic cable line...

In addition, during the construction process, the contractor was assigned dumping locations, however, the roads to these dumps are not subject to compensation for site clearance. Currently, the contractor has not yet implemented the plan to temporarily rent or borrow land from the people to have a road to the dump.

Along both sides of the road, there are still problems with interwoven land areas of households (cleared, used for a long time...) that do not meet the conditions for granting land use right certificates, making compensation difficult...

Clearing the site, proposing to extend the progress

Recently, the Chairman of the People's Council of Lang Son province has inspected and issued a conclusion on compensation and site clearance for the project to upgrade section Km18 - Km80 of National Highway 4B.

Accordingly, the Chairman of the People's Council of Lang Son province requested the People's Committees of Loc Binh and Dinh Lap districts to complete the handover of 100% of the site to the investor before November 20, 2024. Loc Binh district People's Committee urgently relocated 2 households at Km 18+800, coordinated with the electricity company to urgently relocate the 110KV power pole at Km 19+450, this is the location of the steel power pole on the slope of the new National Highway 4B, continued to strongly urge the unit to move the remaining volume in the district to ensure the site for contractors to continuously construct. Urgently carry out site clearance, approve the provisional plan for households from Km 27 to Km 39...

For the People's Committee of Dinh Lap district, it is necessary to urgently focus on moving 2 electric poles located on the positive slope at Km 43+00, Dinh Lap commune, Dinh Lap district, to ensure safety for the construction unit. Focus on mobilizing human resources and equipment to continue moving the remaining poles; continue to propagate and mobilize people to commit to handing over the site to the construction unit...

The leader of the Project Management Board for Upgrading Section Km18 - Km80, National Highway 4B informed: Currently, relevant agencies and units are focusing on solving difficulties, but with current obstacles, the project is unlikely to be completed in 2024 as originally planned. Therefore, the Department of Transport of Lang Son province has proposed to extend the project completion schedule to 2025.

It is known that this proposal has been accepted by the Ministry of Transport, together with the Ministry of Planning and Investment, agreeing to recommend the Government to submit it to the National Assembly for approval in the coming time.
