Regarding industrial production, there are not many new products, the competitiveness of some traditional industrial products is still low, production output tends to decrease. The operations of many enterprises are still difficult, the ability to access and absorb capital is limited; cooperative economic forms develop slowly. Administrative procedure reform has not met requirements. The progress of investment projects in industrial parks, industrial clusters and solid waste treatment projects is very slow. Investment preparation for many projects is still slow, especially for newly started projects; the progress of implementing some large and key projects on transportation, urban areas and culture has not met requirements. Site clearance still has many problems and is slow to be resolved; environmental pollution caused by production and livestock farming still occurs, causing public outrage. The number of teachers in schools is still far below the assigned target; some public hospitals at district and regional levels have difficulty balancing financial resources to ensure adequate regular expenditures under the autonomous mechanism; the social insurance coverage rate is still low. Drug crimes on the border are complicated; the religious and social security situation in some places has many potential factors causing instability. The causes of the above limitations and weaknesses are mainly due to: Some Party committees, authorities, heads of some fields, departments, branches, localities and a number of cadres, civil servants and public employees have limited capacity, lack of enthusiasm, fear of responsibility, leading to fear of mistakes, shirking, avoiding tasks, working half-heartedly, rigidly, harassing, causing difficulties and troubles in solving work. The coordination of task implementation between some departments, branches, localities and units is sometimes not tight, timely and effective. The inspection, monitoring, supervision and urging of subordinates to perform tasks in some sectors, fields, localities and units are not close and drastic; discipline and order are not strict.
