On the morning of December 28, the Ministry of Transport held a conference to review the work in 2023 and deploy tasks for 2024.
Attending and directing the conference were Prime Minister Pham Minh Chinh. Comrade Nguyen Van Thang - Member of the Party Central Committee, Minister of Transport. Along with representatives of departments, branches of the National Assembly and ministries.

At Nghe An bridge, there were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades of the Provincial Party Executive Committee: Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; Hoang Phu Hien - Director of the Department of Transport. Also attending were representatives of leaders of provincial departments, branches and sectors.

Many breakthroughs in investment in developing transport infrastructure
In 2023, the transport sector overcame difficulties and proposed solutions to achieve many impressive results. In particular, the sector made many breakthroughs in investing in developing transport infrastructure with the commencement of 26 projects.
In particular, the construction start time of 6 important national projects was shortened by 1 year compared to the normal procedure and for the first time, the North-South Expressway Project, Phase 2, was simultaneously started online at 12 points of 12 component projects.

At the same time, 20 projects were completed and put into operation, including 9 expressway projects with a length of 475km, bringing the total length of expressway put into operation nationwide to nearly 1,900km.
At the same time, the disbursement of public investment capital and economic career capital continued to meet the requirements and set targets. Last year, although the Prime Minister assigned the public investment capital disbursement plan to more than VND 94,000 billion, the largest ever (1.7 times higher than in 2022 and 2.2 times higher than in 2021). However, by the end of December 2023, the Ministry's disbursement volume reached about 90% of the plan. It is expected that by the end of the planning year, the disbursement will reach over 95%.

In 2023, transportation activities continued to record growth compared to the same period last year. In particular, in the 11 months of 2023, freight transport is estimated to reach more than 2,000 million tons, an increase of nearly 13%.
The work of ensuring traffic order and safety continues to be implemented resolutely, synchronously, and promptly overcome and handle 34 black spots and 49 spots with potential safety risks.
Regarding the work of building a digital government and digital transformation, in 2023, the Ministry of Transport completed 6/6 targets and 23 tasks (reaching 92%) assigned by the Government.
Completed 4/4 key tasks assigned in Project 06, including: Sharing driver's license data, sharing vehicle registration data; Promoting the provision of online public services for changing driver's licenses; Connecting the Ministry of Transport's administrative procedure settlement system with the national population database; building a digital warehouse for administrative procedure results. According to the assessment of the Ministry of Information and Communications, the Ministry of Transport's public service portal is ranked A among ministries and branches.

Implementing the Government's direction, decentralization work is also thoroughly implemented by the Ministry of Transport in all fields.
In addition to the achieved results, the Ministry of Transport also frankly and receptively acknowledged some major shortcomings and limitations that need to be considered and resolved to achieve more substantial and stronger changes in the coming time.
In Nghe An, in 2023, the Department of Transport has made efforts to focus on overcoming difficulties, advising the province, seeking the help of the Government, ministries, and central branches, mobilizing and attracting capital, directing strongly, coordinating with all levels and branches to deploy investment in the construction of a number of large, key projects, which are important to the socio-economic development of the province.
The value of construction output in 2023 is estimated at 1,867 billion VND ( up 10% compared to the same period in 2022). The estimated disbursement in 2023 is about 2,100 billion VND, reaching 95.34% of the total allocated capital. Of which, the disbursement of medium-term public investment capital is 1,312 billion VND, reaching 100%.

Ensuring quality and progress of traffic works
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the results of the Transport sector in 2023.
Orienting tasks for 2024, the Prime Minister requested the transport sector to thoroughly grasp the Party and State's policies related to the transport sector.

"The transport sector needs to take scientific and technological innovation as a driving force and leader in the stages of planning, surveying, designing, constructing and supervising key transport projects to ensure quality, progress and fight corruption, and develop sustainable transport projects," Prime Minister Pham Minh Chinh emphasized.
At the same time, the industry needs to grasp the situation to promptly handle problems in the spirit that problems at any level must be resolved at that level, and difficulties must be resolved at that level.

The Prime Minister suggested that the transport sector needs to continue to improve institutions, review mechanisms and policies, and build appropriate policies and mechanisms to maximize mechanisms and exploit the potential of each sector of the sector.
Along with that, the industry needs to strengthen discipline, order, decentralization, delegation of power, strengthen inspection and supervision; promote administrative reform, especially reducing cumbersome administrative procedures for people and businesses.
