In particular, the city will improve the quality of drug distribution and supply activities to ensure that people have access to, choose from, and use safe, effective, quality drugs at reasonable prices; and ensure that drugs are fully and promptly available at medical examination and treatment facilities.

Notably, the city will strictly manage the supply, bidding, and procurement of drugs at affiliated public medical examination and treatment facilities; promote and encourage the use of domestically produced drugs at affiliated public medical examination and treatment facilities.

Along with that, ensure enough personnel to do clinical pharmacy work in medical examination and treatment facilities; strengthen drug information, clinical pharmacy, and monitor adverse drug reactions (ADR) in medical facilities; provide complete and accurate information and instructions on drug use to medical staff and patients. At the same time, promote drug counseling for users at drug retail facilities; drug information activities. Improve the quality of activities of the Drug and Treatment Council in medical examination and treatment facilities, enhance the participation of Clinical Pharmacists. Deploy information technology applications to control and warn when prescribing drugs; strictly manage drug information and advertising activities.

The city also invests in and upgrades facilities and equipment, along with training to improve human resources capacity; develops a Regional Testing Center with the capacity to comprehensively control the quality of products licensed and managed by the Ministry of Health; improves testing capacity; increases sampling, quality control, and strictly controls the quality of drugs and medicinal herbs circulating on the market...

Regarding the development of medicinal plants, medicinal herbs, and traditional medicines, the city will develop a list of medicinal plants prioritized for development; develop and cultivate medicinal varieties with high medical and economic value; develop concentrated specialized medicinal growing areas associated with the construction of a system for purchasing, preserving, preliminary processing, processing, and consuming.

To promote the development of medicinal plants, the city will focus on training and improving the technical skills of managers, technical staff, and producers on the technology of planting, caring for, and harvesting medicinal plants and transferring scientific and technical advances in planting and processing medicinal plants in the direction of GACP WHO; promoting information, propaganda, advertising, trade promotion and consumption of medicinal plant products; building, maintaining and developing product brands and trademarks; improving capacity and quality in medical examination and treatment using traditional medicine.

In addition, improve the capacity of state management agencies on pharmaceuticals at each level at the local level; strictly manage the distribution and supply system; strengthen inspection, examination and post-inspection activities. Strictly handle acts of production, export, import, circulation, distribution and supply of fake and poor quality drugs; strengthen measures to manage drug prices.

Along with the above tasks, the city will implement full-scale online public services to handle administrative procedures in the pharmaceutical sector; promote the application of information technology in prescription management, prescription drug sales, and drug use; encourage the implementation of key pharmaceutical science and industry projects, etc.
