On November 1, at the University of Social Sciences and Humanities (Vietnam National University, Hanoi), the Ministry of Education and Training held a seminar to collect comments on the draft circular promulgating the digital competency framework for learners in the national education system.
Attending the program were Mr. Hoang Minh Son, Deputy Minister of Education and Training; Ms. Nguyen Thu Thuy, Director of the Department of Higher Education; Mr. Nguyen Son Hai, Director of the Department of Information Technology; and representatives of more than 80 higher education institutions, 30 corporations and enterprises in the technology sector participated in the discussion on the digital competency framework.
Ms. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), said that the digital competency framework will be a foundation, a basic framework to help identify levels of digital proficiency and encourage the development of appropriate skills in the digital context, helping to shape what is needed for the young generation of Vietnam.
Ms. Nguyen Thu Thuy highly appreciated the effectiveness of the digital competency framework.
In addition, Ms. Thuy believes that the digital competency framework does not only improve the quality of education but also opens the door to innovation, helping students become global citizens with the ability to compete in the international labor market.
The digital competency framework helps guide teachers at all levels to ensure that learning not only meets the needs of each student and parent but also meets the requirements of society in the digital age. This is also an opportunity to narrow the digital gap between regions, ensuring that all students, regardless of their location, have the opportunity to access and master technology.
Emphasizing the strengths of helping students compete in the international labor market, Mr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training), said that the digital competency framework for learners in the national education system is mainly used for education, training, and fostering programs, training institutions, digital competency assessment organizations, and educational institutions. The implementation plan is guaranteed for higher education to promote the autonomy mechanism, build training program output standards based on the national qualification framework, digital competency framework, especially the foreign language competency framework.

Speaking at the seminar, Prof. Dr. Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities (Vietnam National University, Hanoi), said that the school has been making pioneering efforts to incorporate digital skills into the teaching and learning program. Initially, the school has achieved positive results in improving learners' ability to access and use information technology, promoting creative thinking and the spirit of cooperation in the digital environment.
"This initial success is an important foundation for the school to confidently contribute to the realization of the digital competency framework, aiming to improve students' qualifications and adaptability in the context of international integration and the 4.0 industrial revolution," said Professor Hoang Anh Tuan.
At the seminar, representatives gave many ideas to improve the digital competency framework for learners in a practical and effective way.
