Only prohibit negative phenomena

From February 14, Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning of the Ministry of Education and Training officially took effect with many regulations to limit the act of forcing students to take extra classes.

The Ministry of Education and Training said that when drafting the new circular on extra teaching and learning, the Ministry determined to only prohibit negative phenomena, not prohibit the real and legitimate needs of both teachers and students.

This is considered a regulation that is suitable to the actual situation and eliminates the mindset of "if you can't manage it, then ban it" in the construction of legal regulations.

According to the newly issued circular, there are 3 cases that are not allowed to teach extra classes, including: primary school students; teachers who are teaching at schools are not allowed to teach extra classes outside of school with fees from students that the teacher is assigned by the school to teach according to the school's education plan; teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school but can participate in extra classes outside of school.

The new circular stipulates that organizations and individuals that organize extra teaching and learning outside of school and collect money from students must register their business in accordance with the law.

The Circular also increases the principal's management responsibility for teachers under his/her management when participating in extra-curricular teaching by stipulating: "Teachers currently teaching at schools who participate in extra-curricular teaching must report to the principal about the subjects, locations, forms, and times of participation in extra-curricular teaching."

Need to improve the quality of real teaching and real learning

For a long time, the issue of extra teaching and learning has always attracted special attention from society. Many negative phenomena in extra teaching and learning have been pointed out such as: teachers teaching at school for show to force students to take extra classes; extra teaching and learning increase financial pressure on parents; students who do not attend extra classes are "bullied" by teachers...

In fact, extra teaching and learning is a real need. Ms. Nguyen Anh Hong, a parent in Hanoi, said that with the current curriculum, students need to study more and improve their knowledge. The important issue is how to manage extra teaching and learning to limit distortion and negativity.

A teacher at a high school in Hanoi also said that the new regulation aims to limit the negative effects of extra teaching and learning, but when the circular comes into effect, whether the organization and management of extra teaching and learning are in accordance with the regulations or not is a problem.

Speaking to reporters, Associate Professor, Dr. Bui Thi An - National Assembly Delegate of the 13th tenure said that the most important thing now is how to improve the quality of real teaching and learning right in the classrooms and schools, so that students have enough knowledge to attend the next class and pass exams without having to study extra.

Regarding the new circular, the Ministry of Education and Training said that the circular was developed based on the viewpoint that extra teaching and learning are related to educational activities, students and teachers, so it is necessary to manage through the issuance of regulations to ensure the rights and legitimate interests of teachers, students and students' families according to current regulations.

In addition, the organization of extra teaching and learning must ensure that it does not affect the organization and implementation of the school's educational program; and does not affect the implementation of teachers' subject programs.
