On the morning of March 15, the Steering Committee for the development of the private economic project held its first meeting to outline the program, tasks, viewpoints, goals, and main directions for the project to be submitted to the Politburo.

To implement the tasks assigned by the Central Government, the Prime Minister issued Decision No. 526 on the establishment of the Steering Committee for the development of the private economic project, with Prime Minister Pham Minh Chinh as the Head of the Committee; Deputy Prime Minister Nguyen Chi Dung as the Standing Deputy Head of the Committee; Minister of Finance Nguyen Van Thang as the Deputy Head in charge of the Committee.
Correctly recognizing the role of the private economy
At the meeting, the Steering Committee discussed the political, legal and practical basis for the project; the structure and main contents of the project. In particular, the delegates focused on highlighting the position, role and contribution of the private economy when the country enters a period of strong, prosperous and prosperous development.
Accordingly, the private economy was officially recognized in the Documents of the 6th National Party Congress (1986) and continued to be affirmed in later resolutions. In particular, Resolution No. 10 of the 12th Session determined that the development of the private economy became an important driving force of the socialist-oriented market economy.
To date, the private economic sector has more than 6.1 million business establishments, of which there are about 940,000 active enterprises and more than 5.2 million business households. The private economic sector has continuously maintained a fairly high growth rate, continuing to be the sector with the largest contribution to the economy.
In the new context of the country, opinions suggest that there needs to be a correct and objective assessment and recognition of the position and role of the private economy and the development of the private economy to truly become the most important driving force of the economy.
Therefore, the private economic development project must clear bottlenecks, remove institutional barriers; create a favorable, safe, and transparent environment to activate and mobilize maximum resources from the people, exploit potential, intelligence, and entrepreneurial spirit; promote innovation and enhance the competitiveness of the private economy in the new era.
In particular, it is necessary to propose breakthrough and outstanding tasks, solutions, mechanisms and policies to promote the strong and sustainable development of the private economy, which is the core force in the process of industrialization and modernization of the country, contributing significantly to realizing the goal of becoming a developed, high-income country by 2045.
Unblocking bottlenecks to unleash the private economic sector
In conclusion, Deputy Prime Minister Nguyen Chi Dung reiterated that at the meeting between General Secretary To Lam and the Central Policy and Strategy Committee, they unanimously assessed and affirmed that the private economy is the most important driving force.
With the goal of striving to have 2 million enterprises by 2030, ensuring both quantity and quality, Mr. Dung said that it is necessary to clarify the content on developing leading and pioneering enterprises in various fields, including innovation, digital transformation, green transformation, etc.
For policy groups, it is necessary to classify and clarify policies for each group of enterprises (such as large enterprises, medium enterprises, small enterprises, micro enterprises, business households, startups) and for each issue such as land, currency - banking, finance - fiscal, technology, linkage, etc.
In particular, he noted that solutions must be bold, strong, and innovative. Clarify the arguments, legal basis, practical basis, political basis, and international experience to propose solutions. Clarify the solutions so that when issued, they are highly feasible, can be put into practice, and bring about effectiveness.
Taking the example of assigning tasks and placing orders with businesses in implementing large, key national projects, the Deputy Prime Minister emphasized how the Resolution of the Politburo, when issued, will help create peace of mind, trust, and excitement, helping the private economic sector operate and develop healthily and effectively.
The Deputy Prime Minister compared this to "unlocking" and clearing bottlenecks for the private economic sector to flourish, like bricks and stones that have long blocked the water flow being removed so that the water can flow "rushingly".
Regarding the next tasks, the Deputy Prime Minister requested the members of the Steering Committee to promote the highest sense of responsibility, carry out the tasks and duties with a sense of urgency but must ensure the best quality.
