(Haiphong.gov.vn) - On the morning of November 13, the Standing Committee of the City People's Council held a meeting to inspect and listen to reports on the preparation of documents and draft Resolutions of the City People's Council to be submitted at the regular session at the end of 2024, with contents related to the implementation of Resolution No. 1232/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong city in the period of 2023 - 2025. Comrade Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council chaired the meeting.

Attending the meeting were comrades: Bui Duc Quang, Vice Chairman of the City People's Council; Hoang Minh Cuong, Vice Chairman of the City People's Committee; leaders of the City People's Council Committees and Departments, branches and localities.

At the meeting, the leaders of the Department of Finance reported on the preparation of documents and draft Resolution on local budget revenue and expenditure estimates and local budget allocation in 2025; clarified the arrangement and use of public assets for surplus headquarters, and budget allocation to serve the arrangement of administrative units according to Resolution No. 1232 of the National Assembly Standing Committee.

The leaders of the Department of Home Affairs reported on the preparation of documents and draft Resolutions on the allocation of staff, number of employees, and labor contracts in 2025; Resolution on the allocation of the number of commune-level cadres, civil servants, and part-time workers in 2025 when rearranging administrative units according to Resolution No. 1232; clarifying the arrangement of surplus cadres, civil servants, public employees, and part-time workers; and changing the administrative boundaries of administrative units.

The leaders of the Department of Planning and Investment reported on the preparation of documents and draft Resolution on the city's public investment plan for 2025, clarifying the allocation of investment resources when rearranging administrative units according to Resolution No. 1232. The Department of Agriculture and Rural Development reported on the implementation of the contents on new rural construction when rearranging administrative units according to Resolution No. 1232.

Leaders of People's Councils and People's Committees of districts and towns reported and made recommendations on difficulties and problems in developing and assigning budget estimates, allocating public investment resources, using surplus headquarters; on assigning payrolls, number of employees, cadres, civil servants and non-professional workers at commune level, resolving surplus cadres and related issues when arranging administrative units according to Resolution No. 1232.

Concluding the meeting, Chairman of the City People's Council Pham Van Lap emphasized that the implementation of Resolution No. 1232 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong city in the 2023-2025 period poses many tasks to be done and resolved. Among them, there are many urgent issues related to budget allocation; arrangement of public investment resources; building model new rural areas; arrangement of civil servants, full-time workers, especially redundant forces...

After listening to the opinions expressed at the meeting, it was found that this work is facing many difficulties and obstacles. Chairman of the City People's Council Pham Van Lap requested the branches, People's Councils, People's Committees of districts and towns to urgently review, clarify the difficulties, obstacles and recommendations to the city when implementing Resolution No. 1232 of the National Assembly Standing Committee, report to the City People's Council related documents and files that need to be submitted to the regular meeting at the end of 2024 of the City People's Council for consideration and decision. The City People's Council Committees received the opinions at the meeting, guided the preparation of documents and draft resolutions to ensure requirements and create favorable conditions for localities. The Chairman of the City People's Council assigned the City People's Council Legal Committee to preside over and coordinate with the City People's Council Committees and branches to develop a plan to implement Resolution No. 1232; Requesting departments, branches, sectors and localities to urgently complete the contents to ensure effective implementation of Resolution No. 1232 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong from January 1, 2025.
