Ninh Binh is one of three provinces and cities in the Red River Delta (along with Hanoi and Quang Ninh) and one of eight provinces and cities nationwide with world heritage sites. However, Ninh Binh is the only locality in the country and Southeast Asia that possesses a dual heritage, with the Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage in 2014.
In 2022, at the 50th Anniversary of the Convention Concerning the Protection of the World Cultural and Natural Heritage, the Director-General of UNESCO recognized Trang An Scenic Landscape Complex as one of the most exemplary and representative models in the world for the successful combination of economic development and sustainable tourism.
After more than 30 years of re-establishment of the province, the Party Committee and the people of Ninh Binh province have promoted the tradition of solidarity, determination, and unanimity, overcome all difficulties and hardships, strived hard and achieved many great achievements. From a purely agricultural province, small in scale and slow in growth, unstable and self-sufficient with backward agriculture; small-scale industry and handicrafts, fragmented development; slow-developed trade and services, Ninh Binh has now made great strides in development.
With the spirit of innovation, daring to think, daring to do, the Party Executive Committee of Ninh Binh province in all periods has soon identified the potential, unique advantages, opportunities, and challenges in each specific stage; focused the will and determination to implement strategic breakthroughs to resolve internal conflicts, transform the growth model, restructure the development method from "brown" to "green", and effectively exploit and use resources to promote sustainable socio-economic development of the province.
Through the Congress terms, the Provincial Party Committee has chosen a development perspective, gradually shaping the direction and priority areas that are both inheritable and innovative in order to maximize the potential and strengths of the locality, carry out economic restructuring, focusing on increasing the proportion of industry and services, creating strong changes in the province's socio-economic situation.
Up to now, the Ninh Binh Provincial Party Committee has clearly defined the viewpoint of economic development in a fast and sustainable direction, focusing on three pillars of motivation for economic growth: High-tech supporting industry, clean technology; organic, ecological, advanced agriculture; developing tourism into a spearhead economic sector.
Accordingly, the consistent goal is: to become a fairly developed province, a center of tourism, cultural-social services, specialized and unique ecological environment of the region and the country; a large center of cultural industry; a leading modern automobile mechanical industry center of the country, a growth pole of the Red River Delta; a solid strategic area in terms of national defense and security; a place where people have a good standard of living and quality of life, a clean and strong party organization and political system in all aspects.
With the right policies, although in 2023, the province's socio-economic situation faced many difficulties due to the impact of the post-COVID-19 pandemic and unusual developments in the world situation, the province's economy continued to achieve growth.
The province's socio-economy continues to achieve many positive and comprehensive results, basically achieving the set general goals, completing and exceeding 12/15 main targets (of which 10 targets were exceeded). The total social product (GRDP) in the province in 2023 is estimated at 53,389.7 billion VND, an increase of 7.27% compared to 2022, ranking 23rd out of 63 provinces and cities, higher than the national average. In which: The agriculture-forestry-fishery sector increased by 2.86%; the industry-construction sector increased by 2.95%; the service sector increased sharply, reaching 13.23%. The average GRDP per capita is estimated at 88.03 million VND. The economic structure has shifted towards increasing the proportion of the service sector. By the end of 2023, the service sector will account for 47.1%, the industrial-construction sector will account for 42.7%, and the agricultural, forestry and fishery sector will account for 10.2%.
Focus on perfecting institutions and policies
In parallel with the economic development orientation, to link regions, the province has directed to focus on reviewing and perfecting key mechanisms and policies on building and perfecting sectoral, sectoral and local planning. Currently, Ninh Binh province is accelerating the completion of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, to report and submit to competent authorities for approval according to regulations; focusing on implementing the following tasks: Adjusting the Ninh Binh Urban Master Plan to 2040; Planning for the preservation, restoration, rehabilitation and promotion of the value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex to 2030, with a vision to 2050; Planning for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital Special National Monument to 2030, with a vision to 2050...; establishing and approving district construction planning for districts and cities according to regulations.
In particular, the Provincial Party Committee issued Resolution No. 11-NQ/TU, dated June 26, 2022 on sustainable development of the Kim Son coastal economic zone, period 2022-2030; determining to build the Kim Son coastal economic zone into a new driving force, space and growth pole of the province; economic development associated with protecting the world biosphere reserve ecosystem on the basis of green growth, biodiversity conservation, ensuring harmony between environmental conservation and protection with socio-economic development.
To create a breakthrough and spread in regional and inter-regional economic development, in the coming time, Ninh Binh will continue to adhere to the goals of socio-economic development in the direction of "Green, sustainable and harmonious", economic development goes hand in hand with social equity and progress; on the basis of maximizing the outstanding potential, unique values and unique advantages of the locality, the core is to preserve and promote the values of cultural-historical heritage, fine traditions of the people, the land of the Ancient Capital and the outstanding global values of the World Cultural and Natural Heritage Complex of Trang An as the foundation, resource and driving force for development, to become a national and international cultural-historical and tourism center; Develop urban and rural areas in a civilized and modern direction, focusing on "Ancient Capital-Heritage Urban Area", striving to basically achieve the criteria of a centrally-run city before 2030 and become a centrally-run city by 2035.
Highly focus on "four thrusts" as directed by the 22nd Provincial Party Executive Committee, term 2020-2025. Focus on economic recovery and development, growth model innovation, improving labor productivity, quality, efficiency and competitiveness of the economy; restructure the province's economy in a synchronous and comprehensive manner associated with the development of industries and fields in the direction of effectively opening up new growth spaces.
