As a province with many investment projects related to land and site clearance, land management is always considered important by Quang Ninh province.
First of all, the province focuses on land use planning and plans. Quang Ninh has completed adjusting the land use planning for the period 2021-2030 at the district level for 13/13 districts, towns and cities. At the same time, departments, branches and localities have also developed and completed the 5-year land use plan (2021-2025).

Every year, the Provincial People's Committee also approves land use plans of districts, towns and cities in the area. Timely review and update projects and works into the annual land use plan for public investment projects, key projects, and driving forces for socio-economic development of the province.
To implement the 2024 Land Law, Quang Ninh focuses on completing the regulations of the Provincial People's Committee to implement the law in detail, such as: Regulations on the limits of land allocation and recognition; limits of unused land allocation for individuals to put into use according to approved land use plans and plans for agricultural, forestry and aquaculture production; limits of recognition of self-reclaimed agricultural land; limits of receiving transfer of agricultural land use rights; land area for construction of works directly serving agricultural production...
In addition, Quang Ninh also develops regulations on compensation and resettlement support when the State acquires land in the province according to the provisions of Decree No. 88/2024/ND-CP dated July 15, 2024 of the Government; develops a set of unit prices for compensation for assets attached to land when the State acquires land in the province...
To create effective land use, the province directed competent agencies to inspect and evaluate the capacity of organizations and individuals leasing land. In the first 9 months of 2024, the province leased land to 9 organizations with a total area of 228.86 hectares; allocated land to 17 organizations with an area of 14.43 hectares; extended land use time for 11 organizations with an area of 183.33 hectares; and reclaimed land from 8 organizations with an area of 81.22 hectares.

The province, departments, branches, sectors and localities also focus on reviewing, inspecting and examining the entire work of land allocation, land lease, management of forest land, aquaculture land for households and individuals; reviewing and handling investment projects using land and water surfaces that are behind schedule and violate the law in the province.
From 2022 to the end of August 2024, the province has issued comprehensive inspection conclusions for 175 investment projects using land in the area; handled contents related to land funds and State investment costs when the project has a land recovery decision; reviewed projects that have not completed procedures to change the purpose of using rice-growing land and forest land to other purposes; resolved and removed difficulties and obstacles regarding site clearance in project implementation...
As of August 2024, a total of 71 projects have been allocated land and leased land that are behind schedule for 2 years or more. The province is implementing, directing resolutely, and strictly handling projects that are behind schedule and violate the law.
Land tax management is also a focus of the province. In the period of 2022-2024, the Provincial People's Committee has issued 7 decisions on the price list for calculating resource tax for types of resources exploited in the province. Compensation, support and resettlement always ensure publicity, transparency, and harmony of interests between the State, people whose land is recovered and investors in accordance with the provisions of the Constitution and the law.
Authorities at all levels shall manage the land and real estate market, preventing speculation and land price inflation that may affect the security, social order and economic development of the province. The province shall also promote the role of the Fatherland Front, socio-political organizations and the people in land management and use; promptly report any difficulties, inadequacies and violations in the implementation of land policies and laws, so that competent authorities can promptly and effectively handle them.
The province's focus on and strengthening of land management contributes to creating stability and promoting socio-economic development in the area.
