This conference focused on discussing and giving opinions on the implementation of the socio-economic development plan in the first 3 months of the year, key tasks in the second quarter and the last months of 2024; Project on rearranging commune-level administrative units in the 2023-2025 period of Hai Duong province.

The conference will also review the 2023 Party budget settlement report and the 2024 Party budget estimate; report on the results of self-criticism and criticism review in 2023 of the Provincial Party Standing Committee and a number of other important contents.

Speaking at the opening of the conference, Hai Duong Provincial Party Secretary Tran Duc Thang emphasized that according to the working regulations, the Provincial Party Executive Committee only listens to and gives opinions on the implementation of the socio-economic development plan for the 6 months and the whole year. However, 2024 is a very important year in completing the goals and tasks set out in the 5-year socio-economic development plan for 2021-2025 and the Resolution of the 17th Provincial Party Congress. This is also the first year of implementing the provincial planning for the period 2021 - 2030, with a vision to 2050. Therefore, the Provincial Party Standing Committee requested the Provincial Party Executive Committee to listen, discuss and give opinions on the implementation of the socio-economic development plan in the first quarter, key tasks in the second quarter and the last months of 2024 to thoroughly grasp, focus on leadership and direction to complete the set targets and goals.

Provincial Party Secretary Tran Duc Thang assessed that with the efforts of the entire political system, the province's economic growth in the first quarter estimated to increase by 9.81% over the same period last year and higher than the proposed 7.89% increase scenario, ranking 6th out of 63 localities nationwide (the whole country is estimated at about 5.66%) and ranking 2nd out of 11 regions in the Red River Delta. State budget revenue is estimated at 7,390 billion VND, reaching 37.6% of the annual estimate, up 29.3% over the same period. National defense, security, social order and safety are ensured. Provincial Party Secretary Tran Duc Thang affirmed that the above results were achieved thanks to the very active participation of the entire political system, affirming the high solidarity and unity of the Executive Committee, all levels and local sectors in leading and directing socio-economic development.

However, along with the achieved results, the socio-economic development results of the province still have some limitations. Although most of them are due to objective reasons, there are still some limitations due to subjective reasons that need to be overcome.

Hai Duong Provincial Party Secretary Tran Duc Thang suggested that delegates focus on discussing and giving opinions on the contents of this conference. In particular, it is necessary to focus on clarifying the limitations, deeply analyzing the causes, especially subjective causes, pointing out the bottlenecks that must be promptly overcome; clearly defining the goals, targets, tasks and solutions for socio-economic development in the remaining quarters of 2024.

Speaking at the discussion, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu suggested that delegates focus on discussing, evaluating, and proposing solutions to continue substantive administrative reform, creating satisfaction for people and businesses; finding specific solutions to remove difficulties and obstacles for businesses; speeding up the disbursement of public investment capital; focusing on handling slow-progressing projects; increasing budget revenue, resolving basic construction debts at the commune level; improving the operational efficiency of units, organizations, and unions when rearranging commune-level administrative units; speeding up the issuance of land use right certificates to people, agencies, units, and organizations; protecting the environment...

After the opening session, delegates discussed in groups. The conference is expected to last for 1 day.

At the opening session, delegates listened to comrade Nguyen Quang Phuc, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, disseminate a number of new documents of the Central Committee:
1. Resolution No. 46-NQ/TW, dated December 20, 2023 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period.
2. Directive No. 27-CT/TW, dated December 25, 2023 of the Politburo on strengthening the Party's leadership in practicing thrift and combating waste.
3. Directive No. 28-CT/TW, dated December 25, 2023 of the Politburo on strengthening the care, education and protection of children to meet the requirements of developing a prosperous and happy country.
4. Directive No. 29-CT/TW, dated January 5, 2024 of the Politburo on universal education, compulsory education, adult literacy and promoting student streaming in general education.
5. Conclusion No. 69-KL/TW dated January 11, 2024 of the Politburo on continuing to implement Resolution No. 20-NQ/TW dated November 1, 2012 of the 11th Party Central Committee on developing science and technology to serve the cause of industrialization and modernization in the context of a socialist-oriented market economy and international integration.
6. Conclusion No. 70-KL/TW, dated January 31, 2024 of the Politburo on developing physical training and sports in the new period.
7. Directive No. 30-CT/TW, dated February 5, 2024 of the Secretariat on oral propaganda work in the new situation.
8. Conclusion No. 72-KL/TW dated February 23, 2024 of the Politburo on continuing to implement Resolution No. 13-NQ/TW dated January 16, 2012 of the 11th Party Central Committee on building synchronous infrastructure to turn our country into a modern industrialized country.
