At this conference, the Provincial Party Executive Committee will listen to and give opinions on the draft political report (2nd time), review report (1st time) of the Provincial Party Executive Committee, term XVII, to be submitted to the Provincial Party Congress, term XVIII, term 2025-2030; report on the implementation of socio-economic development tasks in the first quarter, key tasks in the second quarter of 2025; report on the progress of implementing the Central's conclusions on the arrangement and organization of the apparatus in the provincial political system; report on the principles, criteria and plans for the arrangement and reorganization of commune-level administrative units.

This conference will also hear the report on the 2024 party budget settlement; disseminate and implement new documents of the Central Committee and consider and approve many other important contents.

Speaking at the opening of the conference, Provincial Party Secretary Tran Duc Thang said that from the end of 2024 until now, along with the whole country carrying out the revolution of rearranging and streamlining the apparatus of the political system, our province has achieved important results. The province has significantly reduced the number of leaders and staff, the new apparatus has immediately come into effective operation, aiming to better serve the people and businesses. The above results affirm the correct policies of the Party and State and the inevitable and objective requirements of the revolution.

In the coming time, implementing the conclusions of the Central Committee, Hai Duong will continue to arrange and reorganize administrative units at all levels and build a 2-level local government organization model. At the same time, it will continue to lead and direct socio-economic development tasks to achieve the double-digit growth target in 2025. Many tasks are being posed to the entire Provincial Party Committee, requiring solutions in a synchronous, fundamental, and scientific manner in association with the characteristics of the local situation.

Emphasizing the importance of the contents of this conference, the Provincial Party Secretary requested delegates to promote the highest sense of responsibility, focus on discussing and providing quality opinions on reports and submissions so that the Provincial Party Standing Committee can absorb, complete and effectively organize and implement them.

Immediately after the opening speech of the Provincial Party Secretary, the conference listened to Comrade Nguyen Quang Phuc, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, disseminate and implement new documents of the Central Committee.

Comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee presented the reports of the Provincial Party Standing Committee on the implementation of socio-economic development tasks in the first quarter, key tasks in the second quarter of 2025 and the report on principles, criteria and plans for the arrangement and reorganization of commune-level administrative units.

Comrade Nguyen Hong Son, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, briefly presented the report of the Provincial Party Standing Committee on the implementation of the Central Committee's conclusions on the arrangement and organization of the apparatus in the provincial political system; the situation of implementing the development of the Personnel Project for the 18th Provincial Party Congress, term 2025-2030.

The 23rd Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, will work for half a day.
