At the conference, 100% of the members of the Provincial Party Executive Committee present voted in agreement with the two Projects: Reorganizing commune-level administrative units of Hai Duong province in 2025 and merging Hai Duong province and Hai Phong city.

The Provincial Party Executive Committee agreed to merge Hai Duong province and Hai Phong city into Hai Phong city directly under the Central Government. After the merger, Hai Phong city has a natural area of ​​3,194.7 km2 and a population of 4,664,124 people. The political and administrative center of Hai Phong city (new) is located in the current Hai Phong city.

The Provincial Party Executive Committee agreed on the draft Project on rearranging commune-level administrative units of Hai Duong province according to the report of the Standing Committee of the Provincial Party Committee. In particular, it agreed to rearrange 207 existing commune-level administrative units into 64 new commune-level administrative units (including 21 wards and 43 communes).

Raise responsibility in performing tasks

Concluding the conference, Secretary of the Provincial Party Committee Tran Duc Thang acknowledged and commended the efforts, proactive spirit and high responsibility of the Standing Committee of the Provincial Party Committee, departments, branches, local Party committees and authorities in developing and completing projects to concretize the major policies of the Central Government and meet the development requirements of the province in the new period.

The projects were carefully and seriously prepared, organized to collect voters' opinions publicly, democratically, transparently, following the correct procedures and achieving a high consensus rate.

The Provincial Party Secretary assessed that the newly established commune-level administrative units will facilitate state management, be close to the people, ensure quick and convenient settlement of administrative procedures for the people and expand new development space, with many advantages in the regions.

The location of the new administrative unit's central headquarters has been carefully selected to ensure convenience for people's transactions, take advantage of existing infrastructure, minimize new investment, and avoid waste.

The Provincial Party Executive Committee assigned the Provincial Party Standing Committee and the Provincial People's Committee to continue directing the Provincial People's Committee to study, receive comments, promptly direct the review and completion of the project and accompanying documents, ensuring comprehensiveness, strictness, compliance with legal regulations, suitability with local practices, creating the most favorable conditions for the people; submit to the Provincial People's Council for consideration, approval and completion of procedures for submission to the Government and the National Assembly Standing Committee according to regulations.

In the past time, the Standing Committee of Hai Duong Provincial Party Committee and Hai Phong City Party Committee have proactively organized many meetings, exchanges and discussions to unify policies, contents and implementation methods. On that basis, the two Standing Committees agreed to issue a Coordination Plan in developing the Project to merge Hai Duong Province and Hai Phong City.

In order to successfully implement important tasks in the coming time, the Provincial Party Secretary requested the Provincial Party Committee Standing Committee, Party committees at all levels, and local authorities in the province to continue to effectively implement the goals, tasks, and solutions of the programs and plans on socio-economic development, ensuring national defense, security, Party building, and the political system set out in 2025 and the entire 2020-2025 term. In particular, continue to accelerate the disbursement of public investment capital; urgently complete unfinished construction works and projects to put them into effective use.

The Provincial Steering Committee, members of the Provincial Party Committee, heads of departments, branches, agencies, units, and localities, based on their assigned functions and tasks, proactively and promptly direct the organization to well implement related work contents, ensuring timeliness, synchronization, quality, and efficiency. Uphold the sense of responsibility, focus on leading resolutely to successfully carry out the task of arranging administrative units; promptly report to the Provincial Party Committee Standing Committee when complicated problems and difficulties arise during the implementation process.

Proactively grasp the situation, take measures to prevent and promptly handle arising issues, and fight against elements that take advantage of the arrangement of administrative units at all levels to distort, incite, and sabotage the Party and State, especially in cyberspace.

The Provincial Party Executive Committee assigned the Provincial Party Standing Committee to continue to coordinate with the Hai Phong City Party Standing Committee to lead and direct agencies and units to actively implement the signed coordination plan. Promote the effectiveness of the joint working group to implement the project to ensure the requirements, especially with the contents of personnel and documents; arrange working offices, support transportation and housing conditions for cadres, civil servants, public employees and workers of Hai Duong province to work in a new environment.

Choosing the right staff

Regarding the organization of Party Congresses at all levels, the Provincial Party Secretary requested to urgently grasp and implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and Plan No. 294-KH/TU, dated April 25, 2025 of the Provincial Party Standing Committee on organizing Party Congresses at the grassroots level, directly above the grassroots level and Party Congresses at communes and wards towards the Provincial Party Congress for the 2025-2030 term and the 14th National Party Congress.

Complete the Party member congress or the grassroots Party Congress before June 30, 2025; complete the Party Congress of the directly superior grassroots Party Committee and the Party Congress of the commune and ward before August 31, 2025.

The Provincial Party Secretary noted that it is necessary to prepare well in terms of personnel and documents to successfully organize Party Congresses at all levels for the 2025-2030 term in the new context.

Regarding personnel work, the Provincial Party Committee Standing Committee will issue guidelines on developing personnel plans for Party committees, key leadership positions, and principles for arranging and assigning cadres when establishing commune-level administrative units for Party committees to implement in the spirit of closely following the regulations and instructions of the Central Government. The general view is that the first criterion for arranging cadres must be based on job requirements.

The Provincial Party Secretary requested that leaders at all levels and congress personnel must have "enough virtue - enough talent - enough heart - enough scope - enough strength - enough revolutionary enthusiasm" to shoulder the historical responsibility of the country. The development of the commune-level personnel plan must select the right people with enough qualities, capacity and prestige to meet the requirements of "commune-level government being close to the people, serving the people best".

Emphasizing that the contents of today's conference are very important and have a profound impact on many subjects, the Provincial Party Secretary believes that with the tradition of solidarity, determination, sense of responsibility and the participation of the entire political system, and the consensus and support of the people, Hai Duong will successfully carry out the assigned tasks, creating new momentum for the rapid and sustainable development of Hai Duong province in the future.

Hai Duong Province and Hai Phong City will together enter a new stage of development, stronger and more breakthrough, for the common goal of contributing to building a strong, prosperous country, with a prosperous and happy people.
