To implement the Resolution, the Provincial Party Standing Committee held a conference to disseminate and implement; issued Action Program No. 19-CTr/TU dated August 20, 2013 on implementing Resolution No. 25-NQ/TW with 05 groups of tasks and solutions, deployed to Party committees, authorities, the Fatherland Front and socio-political organizations in the province.

The Provincial Party Committee and the Provincial Party Standing Committee have issued the Project "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, period 2021-2025"; Regulations on mass mobilization work of the political system of Ninh Binh province...; directed the resolution of practical issues directly related to people's lives, oriented policies, proposed specific policies for socio-economic development, removing difficulties for businesses, reducing poverty, encouraging education, encouraging talents, building new rural areas, civilized urban areas, gratitude and social security..., aiming to continuously improve people's lives.

Average income per capita in 2022 will reach 88 million VND; Average GRDP per capita in 2022 will reach 81 million VND (an increase of 9.1 million VND compared to 2021); New rural construction has achieved many important results, up to now, 8/8 districts and cities have met the standards and completed the task of building new rural areas; 119/119 communes have met new rural standards, of which: 30/119 communes have met advanced new rural standards, 14/119 communes have met model new rural standards, 333/1,355 villages have met model new rural standards. Strive to have 50 communes meet advanced new rural standards by the end of 2023, 18 communes have met model new rural standards; Yen Khanh district and Hoa Lu district have met new rural district standards. The poverty rate by the end of 2022 will decrease to 2.36%, near-poor households will decrease to 2.81%.

The Provincial Party Standing Committee directed the establishment and mobilization of the "Repaying gratitude and social security" Fund (from 2017 to present, over 130 billion VND has been mobilized); established 16 village, hamlet and street mass mobilization groups as models; continued to maintain the orderly and effective operation of the Steering Committees: implementing the grassroots democracy regulations; the "Skillful mass mobilization" emulation movement; implementing religious work; coordinating mass mobilization activities to build and defend the Fatherland.

Quarterly, the Standing Committee of the Provincial Party Committee meets with the People's Mobilization Committee, the government, the armed forces, the Fatherland Front, and socio-political organizations to listen to the situation and results of activities, resolve recommendations and proposals; direct relevant levels and sectors to promptly resolve and handle recommendations, proposals, complaints and denunciations of the people.

In 10 years, the Provincial Party Committee Standing Committee has conducted 40 meetings; 11 dialogues with the Vietnam Fatherland Front and socio-political organizations at the provincial level; grassroots Party committees have conducted more than 300 meetings and dialogues with cadres, union members and grassroots members. Party committees at all levels regularly urge and direct party organizations to pay attention to inspecting and supervising the implementation of Resolution No. 25-NQ/TW. The Provincial Party Committee Standing Committee has organized 20 inspections of the leadership, direction and implementation of Resolution No. 25-NQ/TW and resolutions, directives, regulations and conclusions of the Central Committee related to mass mobilization work; Standing Committees of district, city and affiliated Party Committees have organized 117 inspections and supervisions of 163 affiliated Party Committees and Party cells.

The mass mobilization work of State administrative agencies and authorities at all levels has received attention, leadership and direction and has had many positive changes. The Provincial People's Council has promptly concretized and issued many important resolutions and policies related to people's lives, especially in the fields of social security, poverty reduction, job creation, investment support policies, mechanisms and policies for socio-economic development of the province, monitoring and criticism activities of the Vietnam Fatherland Front and socio-political organizations, non-professional activists, and people directly participating in work in villages and residential groups.

Since the beginning of the 2021-2026 term, the Provincial People's Council has passed 363 resolutions on mechanisms and policies in the following areas: agriculture, rural areas; tourism; education and training; social security; budget finance; investment policies, adjustment of investment policies for public investment projects; adjustment of public investment plans; land sector. Strengthen regular supervision and thematic supervision; focus on supervision through questioning and answering questions at meetings.

The Provincial People's Committee directs and synchronously deploys solutions to improve the work of the government's mass mobilization; directs the effective implementation of the annual work theme of the Central Committee for Mass Mobilization: "Year of government mass mobilization 2018, 2019"; directs the People's Committees at all levels to assign the Chairman of the People's Committee to be in charge of the work of the government's mass mobilization, and the departments, branches and sectors to assign a leader to be directly in charge of the work of mass mobilization; focuses on directing the implementation of socio-economic development goals, especially focusing on improving the investment environment and enhancing provincial competitiveness; directs the acceleration of site clearance for key projects; promotes investment promotion and attraction, improves and enhances the provincial competitiveness index; implements measures to prevent and control the Covid-19 epidemic.

Considered and resolved promptly and within authority the legitimate requests of religious organizations and individuals; granted Land Use Right Certificates to 660/694 religious establishments (reaching a rate of 95.1%). Paying attention to directing the implementation of administrative reform, the Public Service Portal and the electronic One-Stop System of the province have been deployed and operated stably and effectively in 20 departments, branches, and 100% of district and commune-level units with a total of 2,046 public services (including 812 level 2 public services; 664 level 3 services; 570 level 4 services).

In 2022, the People's Satisfaction Index with State Administrative Services (SIPAS) ranked 25th out of 63 provinces and cities; the PAR-Index ranked 17th out of 63 provinces and cities, up 3 places compared to 2021; the Provincial Governance and Public Administration Performance Index (PAPI) ranked 20th out of 63 provinces and cities. The PCI ranked 44th out of 63 provinces and cities, up 14 places compared to 2021.

The armed forces in the province regularly innovate the content and methods of mass mobilization, with the motto "close to the people, close to the grassroots", ensuring national defense, security, social order and safety, advising on timely handling of complicated incidents. Effectively carry out mass mobilization work through activities of natural disaster prevention, search and rescue, job counseling for demobilized soldiers every year, twinning, meeting and visiting, giving gifts to policy beneficiaries, families of officers and soldiers on duty at the border and islands. Propaganda and mobilization of people to actively participate in the movements "All people protect national security", "All people build cultural life in residential areas", "All people participate in protecting territorial sovereignty and national border security in the new situation" ...

The activities of the Vietnam Fatherland Front and socio-political organizations have many innovations, focusing on the grassroots, bringing direct and practical benefits to union members. Patriotic emulation movements have been promoted, especially the emulation movement "Skillful mass mobilization" associated with studying and following Ho Chi Minh's ideology, morality and style through practical actions, increasingly going into depth. Doing a good job of advising the Party Committee and the government in dialogue with cadres, union members, association members and the people, contributing to creating consensus in society for socio-economic development and implementing local political tasks.

Implement the Monitoring and Criticism Program according to Decision No. 217-QD/TW; propagate and mobilize the establishment of mass organizations in non-state enterprises according to Resolution No. 08-NQ/TU. Direct and successfully organize the Congress of the Fatherland Front, political and social organizations at all levels; propagate and mobilize religious dignitaries and religious people to actively participate in the cornea donation movement (From 2007 to present, the whole province has had over 15,000 people register to donate tissues and organs upon death, 483 people have donated, Ninh Binh is the leading unit nationwide in cornea donation).

The emulation movements and the "Skillful Mass Mobilization" movement have been seriously and extensively deployed, entering social life, achieving many good results, becoming a common movement of the entire political system and receiving the support and participation of all classes of people in the province. Up to now, the whole province has built 1,635 models, typical "Skillful Mass Mobilization" in various fields (1,482 models and 153 typical ones). The "Skillful Mass Mobilization" models have had positive social effects, creating a spreading effect in the community, contributing to innovation, improving the effectiveness of mass mobilization work, contributing to the good implementation of socio-economic development goals, building new rural areas, civilized urban areas, maintaining national defense, security and building the political system in the province.

To continue to effectively implement Resolution No. 25-NQ/TW in the coming time, Party committees, authorities, the Fatherland Front and socio-political organizations need to focus on effectively implementing a number of key tasks:

Firstly, strengthen the work of building a clean and strong Party, consolidate the people's trust in the Party and the government; effectively implement the Resolution of the 4th Central Committee, Session XII and XIII, Conclusion No. 21-KL/TW, dated October 25, 2021 of the Party Central Committee on promoting the building and rectification of the Party and the political system, resolutely prevent, repel, and strictly handle cadres and Party members who have degraded in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" associated with the implementation of Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW on studying and following Ho Chi Minh's ideology, morality, and lifestyle and the annual working theme of the Provincial Party Committee.

Second, continue to lead and direct to raise awareness of responsibility of Party committees, authorities and the entire political system for mass mobilization work; Effectively implement documents of the Central and the province on mass mobilization work, focusing on Resolution No. 25-NQ/TW, Action Program No. 19-CTr/TU of the Provincial Party Committee on implementing Resolution No. 25-NQ/TW, Conclusion No. 32-KL/TU of the Provincial Party Committee Standing Committee on continuing to implement Resolution No. 12 - NQ/TU, dated December 5, 2007 of the Provincial Party Committee Standing Committee (19th term) "On strengthening the Party's leadership over mass mobilization work at the grassroots level in the current situation", Project "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, period 2021-2025"... identifying this as a key and regular political task of Party committees and organizations at all levels.

Third, continue to direct the strengthening and innovation of the government's mass mobilization work, promote administrative reform, improve the provincial competitiveness index (PCI), and the provincial public administration index (PAPI). Strengthen contact and direct dialogue with the people of key officials and elected officials at all levels to resolve people's concerns; promote the role of people, businesses, and social organizations in monitoring, social criticism, and participating in building a strong government. Create all conditions for the Vietnam Fatherland Front and socio-political organizations to participate in giving opinions and building the Party and government. Effectively implement the Law on Democracy at the Grassroots Level. Enhance the sense of responsibility, service attitude, and innovate the working style and manner of cadres, civil servants, and public employees in performing their duties.

Fourth, promote the great national unity bloc, step up patriotic emulation movements, especially the "Skilled Mass Mobilization" emulation movement associated with studying and following Ho Chi Minh's ideology, morality and style; discover and replicate models and examples in patriotic emulation movements and the "Skilled Mass Mobilization" emulation movement in the 2021-2025 period; focus on promoting the role of intellectuals, dignitaries, religious figures and prestigious people in the community.

Fifth, lead and direct the effective implementation of solutions for socio-economic development, poverty reduction, new rural construction, improving people's lives, and ensuring social security. Strengthen the grasp of the people's situation, promptly resolve pressing issues and legitimate aspirations of the people, especially those directly related to life and employment. Effectively implement the Party's policies and the State's laws and policies on social, ethnic, and religious issues.

Sixth, innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations, mass organizations to gather the people, meeting the requirements of tasks in the new situation. Improve the effectiveness of social supervision and criticism activities, participate in giving opinions on Party building and government building. Build and consolidate the organization, apparatus, and staff of the Mass Mobilization Committee, the Vietnam Fatherland Front, and socio-political organizations at all levels to meet the requirements of tasks. Strengthen the inspection and supervision work of Party committees at all levels to contribute to preventing the degradation of political ideology, ethics, and lifestyle of cadres and Party members.
