In the afternoon, the National Assembly discussed in groups: The draft law amending and supplementing a number of articles of the Law on People's Public Security; the draft law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

* Yesterday, Friday, May 26, 2023, the National Assembly continued the 5th working day of the 5th Session at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue. The session was broadcast live on Vietnam National Assembly Television.

Morning

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai.

Content 1: The National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present the Report, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present the Report on the examination of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Content 2: The National Assembly listened to the Member of the Standing Committee of the National Assembly, Chairman of the Committee for Science, Technology and Environment of the National Assembly Le Quang Huy present the Report on explanation, acceptance and revision of the draft Law on Protection of Consumer Rights (amended). After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Protection of Consumer Rights (amended).

At the discussion session, 22 delegates spoke, in which the delegates basically agreed with many contents in the Report on explanation, acceptance and adjustment of the National Assembly Standing Committee.

In addition, delegates contributed opinions on: Scope and subjects of regulation; concept of consumers; rights and obligations of consumers; principles and policies for protecting consumer rights; protecting vulnerable consumer rights; protecting consumer rights in transactions with individuals who conduct independent and regular commercial activities without having to register for business; prohibited acts; handling of violations; responsibilities of business organizations and individuals with consumers; protecting consumer rights in specific transactions; consumer rights protection activities of social organizations; dispute resolution; state management of consumer rights protection; ensuring a balance between the rights and obligations of consumers and the rights and obligations of business organizations and individuals.

At the end of the discussion session, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy, on behalf of the drafting agency and the agency in charge of the review, explained and clarified a number of issues raised by National Assembly deputies.

Afternoon

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Tran Quang Phuong.

Content 1: The National Assembly listened to General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, authorized by the Prime Minister, present the Submission, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Verification Report on the draft Law on Management and Protection of National Defense Works and Military Zones.

Content 2: The National Assembly discussed the results of the supervision of the settlement of voters' petitions sent to the 4th Session of the 15th National Assembly.

This is the first time the National Assembly has discussed this content in the hall. At the discussion session, 21 delegates spoke, in which the delegates basically agreed with many contents in the Supervision Results Report of the National Assembly Standing Committee.

In addition, delegates discussed issues of interest to many voters related to a number of areas such as: agriculture, rural areas; natural resources and environment; health; education; labor, war invalids, social affairs; traffic; industry and trade; culture; internal affairs...

Delegates' opinions on the response to voters' petitions by the Government, Central ministries and branches, clearly indicating some contents of voters' petitions that have been answered, assessing the quality of the responses; contents that the National Assembly and National Assembly deputies have received through contact with voters and working with localities, relevant ministries and branches.

In order to further improve the quality of handling and responding to voters' petitions, delegates suggested that central ministries and branches need to have specific solutions, and that National Assembly agencies continue to strengthen supervision of the promulgation of legal documents, ensuring the consistency, synchronization and quality of the legal system, promptly detecting errors to propose improvements; National Assembly delegations and National Assembly deputies improve the quality of synthesizing, classifying and handling voters' petitions; the Government directs ministries and branches to resolve existing problems and limitations, review and thoroughly resolve petitions in the process of being resolved, ensuring the right roadmap for reporting to voters.
