The Chairman of Thanh Hoa Provincial People's Committee has just issued Directive No. 18/CT-UBND on the selection, calling of citizens to join the army and participate in the People's Public Security in 2025. The content of the Directive is as follows:

In 2024, the work of selecting and calling citizens to join the People's Army and the People's Public Security (hereinafter referred to as the military recruitment work) has been led, directed, and implemented in a unified and effective manner by Party committees, authorities, organizations, and unions; promoting the role and responsibility of the entire political system, organizations, and individuals in the implementation process. Localities and Military Service Councils at all levels have actively and proactively implemented many measures to improve the quality of military recruitment work; closely combining military frontline work with the building of reserve mobilization forces; 100% of the targets assigned by the Prime Minister have been completed, ensuring democracy, fairness, and compliance with the law.

In addition to the achieved results, the implementation process still reveals limitations, which are: Coordination between the Military and Police agencies at times and in some places in some units and localities with departments, offices and sectors in the work of registering and managing citizens of military age is not tight; the effectiveness of propaganda work on the Law on Military Service and the Law on the People's Public Security is not extensive and has not spread to the masses; implementation of policies to support training, vocational training and job creation for demobilized soldiers and police still faces many difficulties and shortcomings.

In order to continue to improve the quality of military recruitment, promptly overcome the above-mentioned shortcomings and limitations, strive to complete the recruitment and call-up targets for citizens to join the army in 2025; The Chairman of the Provincial People's Committee - Chairman of the Provincial Military Service Council requests Directors of departments, Heads of provincial agencies, branches, and sectors, members of the Provincial Military Service Council, Chairmen of People's Committees of districts, towns, and cities and requests mass organizations, political and social organizations to effectively implement the following tasks:

1. Continue to thoroughly grasp and implement Directive No. 98/CT-BQP dated October 26, 2019 of the Ministry of National Defense on strengthening measures to improve the quality of selection and calling of citizens to join the army in the new situation, Instruction No. 4705/HD-BQP dated October 31, 2024 of the Ministry of National Defense, Official Dispatch No. 15822/X01-P2 dated October 1, 2024 of the Department of Organization and Personnel - Ministry of Public Security and related guiding documents. Strengthen the leadership and direction of Party committees at all levels, promote the responsibility of heads of localities, agencies and units, especially the participation of the entire political system, in which military agencies play the core role in advising local Party committees and authorities to organize and implement military recruitment work; Regularly organize extensive propaganda and education among the people and agencies and units, focusing on citizens of military age to raise political awareness, responsibility and obligations of citizens towards the cause of national construction and defense; promote national traditions, traditions of the People's Army and People's Public Security.

2. The Provincial Military Command shall preside over and coordinate with the Provincial Police and relevant agencies and units, advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to direct localities and units to strictly carry out the work of reviewing, registering and managing citizens of military service age; organize the implementation of all steps in the military recruitment process in accordance with procedures and principles, ensuring democracy, fairness, publicity, transparency and compliance with the Law; closely coordinate and cooperate with military units on the number, location and method of handing over and receiving soldiers; assign members of the Provincial Military Service Council to monitor and direct localities in the military recruitment process.

3. The Provincial Police directs the Police of districts, towns and cities to coordinate with the Military Command at the district level to manage and grasp citizens of military age ready for military service; organize the selection of citizens to perform military service in accordance with regulations; coordinate with relevant agencies to strictly handle organizations and individuals who violate the provisions of law. Perform well the work of ensuring security and safety at the locations of preliminary examination, health examination, military handover and acceptance ceremonies. Be responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee, the Chairman of the Provincial Military Service Council if there are cases of citizens who do not have sufficient political qualities, ethics, criminal records, or criminal records to join the Army and the Police.

4. The Department of Health directs the Medical Centers and General Hospitals of districts, towns and cities to promptly complete the Military Service Health Examination Council according to regulations; directs the assurance of medical equipment, develops training plans, and guides localities to organize preliminary selection and health examination for citizens of military service age according to regulations in Circular No. 105/2023/TT-BQP dated December 6, 2023 of the Ministry of National Defense and Circular No. 62/2023/TT-BCA dated November 14, 2023 of the Ministry of Public Security.

5. The Department of Education and Training directs educational institutions and the Department of Education and Training of districts, towns and cities to guide and implement the Law on Military Service, the Law on People's Public Security and documents guiding their implementation; coordinate with agencies to review, verify and provide complete information on the education of citizens of military age to serve the work of reviewing military recruitment records according to regulations.

6. The Department of Information and Communications, the Provincial Radio and Television Station, and Thanh Hoa Newspaper, according to their functions and tasks, proactively coordinate with departments, branches, sectors, and media agencies of districts, towns, and cities to strengthen propaganda and dissemination of the Law on Military Service, the Law on People's Public Security, and documents related to military recruitment.

7. Propose that the Provincial Vietnam Fatherland Front Committee and its member organizations direct the Vietnam Fatherland Front Committees of districts, towns and cities to strengthen activities to improve the quality of propaganda, education and extensive mobilization to all classes of people to strictly implement the Law on Military Service, the Law on People's Public Security and documents guiding their implementation; well perform the function of inspecting and closely supervising the implementation of military recruitment.

8. The Provincial Youth Union directs the Ho Chi Minh Communist Youth Union in localities to organize and implement programs and activities suitable to the actual situation, aiming to deeply educate the traditions of the homeland and the country, creating a joyful and exciting atmosphere for young people to join the army in many forms, with rich, practical content, and high educational significance.

9. Members of the Provincial Military Service Council, according to their assigned functions and tasks, monitor and direct localities to effectively organize and implement the work of selecting and calling citizens to join the army.

10. People's Committees of districts, towns and cities

- Direct all levels, sectors and organizations to effectively carry out propaganda, dissemination and education to raise awareness and responsibility for implementing the Law on Military Service and the Law on People's Public Security among the people, especially citizens of military service age; direct military recruitment work in accordance with regulations, meeting assigned targets and ensuring quality.

- Strengthen the Military Service Council at all levels according to regulations; proactively develop plans, organize preliminary selection at commune level, medical examination at district level, strictly review and approve, ensuring democracy, publicity, fairness and compliance with the law.

- Direct the People's Committees and Military Service Councils of communes, wards and towns to effectively carry out the registration and management of the source of people ready to join the army, effectively carry out the recruitment steps, ensure democracy, fairness, openness and transparency; continue to carry out the recruitment round-robin, recruiting the right person, minimizing compensation, elimination and payment after military service, focusing on selecting citizens who have graduated from universities, colleges, intermediate schools, citizens who are party members, civil servants, citizens who are children of officials at all levels to join the army.

- Organize activities to create a joyful and exciting atmosphere to demonstrate the spirit of the Military Service Day; organize the military service handover ceremony to ensure solemnity, speed, safety and economy.

- Direct localities to resolutely and strictly handle organizations and individuals who evade, avoid, oppose, or obstruct the performance of military service; thoroughly resolve people's petitions and complaints about military recruitment right at the grassroots level.

- Implement well the military rear policy; organize the welcoming ceremony for soldiers who have completed their military service and returned to their localities in accordance with regulations; pay attention to creating conditions and solving jobs for discharged soldiers.

- After the military assignment, conduct a summary of the experience of military recruitment work according to regulations, synthesize the results of the implementation of military recruitment tasks, and report to the Provincial People's Committee (through the Provincial Military Command - Standing agency of the Provincial Military Service Council).

Assign the Provincial Military Command - Standing Agency of the Provincial Military Service Council and the Provincial Police to guide, monitor, inspect and urge all levels and sectors to effectively implement military recruitment work; in the process of organizing the implementation, if there are any difficulties or problems, promptly report to the Provincial Military Command - Standing Agency of the Provincial Military Service Council to synthesize, advise and report to the Chairman of the Provincial People's Committee for consideration and direction to resolve; synthesize the results of military recruitment in 2025, report to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee according to regulations.
