On the afternoon of November 6, in Ha Long city, Quang Ninh Provincial Police coordinated with the Department of Science, Strategy and History of the Police to organize a scientific workshop with the theme: "Solutions to ensure logistics and technical potential to build a regular, elite and modern Quang Ninh Police force".

Attending the workshop were comrades: Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee; Lieutenant General, Associate Professor, Dr. Tran Vi Dan, Director of the Department of Science, Strategy and History of the Public Security; Major General Trinh Ngoc Quyen, Director of the People's Security Academy; representatives of leaders of departments, branches, localities; delegates of former leaders of the Provincial Public Security, Association of Former Public Security Officers of Quang Ninh province.

The workshop received 50 reports from delegates representing agencies, units and localities. The reports focused on proposing solutions and recommendations to the Ministry of Public Security and Quang Ninh province to further promote the role and responsibility of Party committees and Party organizations at all levels in the province, especially the role and responsibility of leaders in organizing and implementing tasks and solutions in the spirit of Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo "On promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security force, meeting the requirements and tasks in the new situation" and Resolution No. 28-NQ/TU, dated September 26, 2024 of the Provincial Party Committee Standing Committee "On strengthening the Party's leadership in building the Quang Ninh Public Security force to meet the requirements and tasks in the new situation"; With the motto of action "Proactive, creative, resolute, effective"; actively mobilize all resources of the Ministry of Public Security, Quang Ninh province and localities to have a suitable roadmap, steady steps, strengthen the potential of facilities, technical equipment, logistics to build a truly clean, strong, disciplined, elite and modern Quang Ninh Provincial Police force.

Speaking at the workshop, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, highly appreciated the content of the presentations. These are contents of general reference value, helping to accurately assess the results of 2 years of implementing Resolution No. 12-NQ/TW of the Politburo; contributing to clarifying, fully and in detail assessing practical solutions directly related to building a regular, elite, modern Quang Ninh Police force in general and the work of building logistics and technical potential in particular. In recent times, along with the attention to building a truly clean, strong, regular, elite Quang Ninh Police force, the Provincial Party Committee, the People's Council, and the Provincial People's Committee have paid attention to directing and focusing on mobilizing maximum resources to invest in facilities, equipment, and means, especially investing in and building working headquarters for the Police at all levels, ensuring step by step, timely and effectively serving the requirements set forth for the work of ensuring security and order in the province. In the 2020-2024 period alone, Quang Ninh province has spent 1,858 billion VND investing in facilities, materials, and equipment to ensure work requirements for the Provincial Police.

With the goal of striving to become a modern service and industrial province, one of the dynamic and comprehensive development centers; a solid defense area in terms of national defense, security and a frontline of international economic cooperation and competition..., Quang Ninh province always sets higher requirements for ensuring security and order; requiring determination, efforts and contributions from the entire political system and all people, the core of which is the Public Security force.

To successfully implement Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo "On promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation" and Resolution No. 28-NQ/TU, dated September 26, 2024 of the Provincial Party Committee Standing Committee "On strengthening the Party's leadership in building the Quang Ninh Public Security force to meet the requirements and tasks in the new situation", the Vice Chairman of the Provincial People's Committee requested the leaders of the Ministry of Public Security's professional departments to support the Quang Ninh Provincial Public Security in removing difficulties and obstacles related to logistics and technical work. He requested the Provincial Public Security to study and absorb the proposals and recommendations of the delegates attending the Workshop; Continue to review, adjust, supplement and perfect the goals, tasks and solutions to ensure the logistics and technical potential to build the Quang Ninh Police force to meet the requirements in the new situation. Investment in facilities, equipment and means needs to have a specific roadmap and solutions, suitable to the practical situation of the locality and the direction of the Ministry of Public Security.

Concluding the Conference, Lieutenant General, Associate Professor, Dr. Tran Vi Dan, Director of the Department of Science, Strategy and History of the Public Security highly appreciated the contributions of the delegates. He suggested that the Quang Ninh Provincial Public Security continue to thoroughly grasp the spirit of Resolution No. 12-NQ/TW of the Politburo and Resolution No. 28-NQ/TU of the Standing Committee of the Quang Ninh Provincial Party Committee. In which, the motto is determined: "Building people as the center, modern first, combined with modern means, logistics - technology, ensuring synchronization and suitability; starting from the idea that people are the root of all work, building people is the key of the key". The work of ensuring logistics - technology needs to change the mindset, way of thinking, way of doing, have a long-term vision, be creative; quickly shift from passive distribution to proactive, one step ahead; prepare the necessary material and technical conditions to comprehensively serve the work and combat of the Public Security force.
