Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech at the scientific conference.

In his welcoming speech, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that the topic of the scientific conference is an issue that Thai Binh province and the provinces in the Red River Delta region are very interested in and struggling to implement in order to create a strategic breakthrough for development in the current period. Thai Binh province currently has about 2 million people, the proportion of working age is about 60%, this is an advantage of Thai Binh that not every locality has. Moreover, the whole province currently has 25 vocational training institutions, including 2 universities and 3 colleges. According to statistics, in 2023, about 36,700 people will be recruited and trained; the proportion of trained workers with degrees and certificates is about 25%; the proportion of trained workers in occupations supplied to industrial parks is about 61%. The Resolution of the 20th Thai Binh Provincial Party Congress identified “Improving the quality of human resources; focusing on developing high-quality human resources to meet the requirements of socio-economic development” as one of the three development breakthroughs of the province. Currently, Thai Binh University is a public university training in many majors and fields in Thai Binh province, among the top universities in the Red River Delta region. Thai Binh Provincial Political School is the center for training and fostering cadres for the province on Marxism-Leninism theory, Ho Chi Minh thought, the Party's guidelines and policies, and the State's policies and laws.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council hopes that through this workshop, new suggestions will be opened to promote the development of high-quality human resources, helping Thai Binh province in particular and the Red River Delta region in general to have strong breakthrough developments; contributing to "Building Thai Binh to become a developed province in the Red River Delta region" according to the goals set out in the Resolution of the 20th Provincial Party Congress.

Speaking at the scientific conference, Prof. Dr. Nguyen Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, affirmed that the development of high-quality human resources is a strategic breakthrough, an important factor in promoting science and technology, transforming the growth model, restructuring the economy and is the most important competitive advantage, ensuring the rapid and sustainable development of the Red River Delta. The scientific conference is an important activity to recognize, assess the current situation and propose solutions to develop high-quality human resources, in order to exploit the maximum potential and outstanding advantages, which are truly the leading driving force for development, playing a role in guiding and leading the process of restructuring the economic region and transforming the country's growth model.

The organizing committee of the scientific conference received nearly 40 reports and presentations. According to the conference theme, from many different perspectives, with scientific arguments, scientists and delegates focused on analyzing and explaining the necessity of building high-quality human resources in the Red River Delta; the current status of building human resources in the Red River Delta; on that basis, proposing directions and solutions to build high-quality human resources in the Red River Delta to meet the requirements of socio-economic development in the context of deep international integration and the strong impact of the fourth industrial revolution.

Scientists and delegates all agreed that the work of building and developing high-quality human resources in the Red River Delta is a long-term, strategic and persistent process that requires the participation of all parties, including local authorities, educational, training and fostering institutions, businesses and the whole society. In particular, special attention is paid to perfecting mechanisms and policies for training, attracting, using and rewarding talents. From there, creating a strong change in the quality of education and training.
