The workshop is part of a series of activities to celebrate the 80th anniversary of the General Staff of the Vietnam People's Army (September 7, 1945 / September 7, 2025). The Organizing Committee received 80 reports and presentations from delegates. Each presentation explains specific content, contributing to clarifying many theoretical and practical issues about the 80 years of construction, fighting and growth of the General Staff, especially new issues raised for the strategic staff agency in response to the requirements of the military, national defense and Fatherland protection in the new era.

Speaking at the opening of the conference, General Nguyen Tan Cuong emphasized: On September 7, 1945, President Ho Chi Minh directed the establishment of the General Staff. He pointed out: "The General Staff is a confidential military advisory agency of the organization, an important agency of the Army...". Over the past 80 years, the General Staff of the Vietnam People's Army has overcome all difficulties and challenges, constantly strived, matured, and excellently performed the functions and tasks of a strategic advisory agency for the Party, State, Central Military Commission, and Ministry of National Defense on military and defense tasks.

With a strong will, courage, strategy and creativity, the General Staff of the Vietnam People's Army, together with the entire Party, the entire army and the entire people, defeated all invaders, reactionary lackeys and hostile forces, firmly protected the independence, sovereignty and unity of the country and excellently fulfilled the noble international mission; at the same time, made great contributions to the cause of building the Army, consolidating and strengthening national defense and security, implementing the country's industrialization, modernization and international integration, contributing to writing the golden history of the People's Army and the heroic Vietnamese people.

Speaking at the conference, General Phan Van Giang affirmed: The process of establishment and development of the General Staff of the Vietnam People's Army has always been closely linked to the process of building, fighting, maturing and winning of the Vietnam People's Army. With its strategic talent and creativity in military art, especially the art of grasping the enemy, directing and commanding, and coordinating strategic operations, the General Staff has greatly contributed to the resounding victories of our Army in particular and the Vietnamese revolution in general, building the tradition of "Loyalty - strategy, dedication - creativity, solidarity - coordination, determination to fight - determination to win".

Based on the purpose and tasks of the Workshop, General Phan Van Giang proposed that the workshop focus on discussing and clarifying the correct and creative leadership and direction guidelines and policies of the Party Central Committee, President Ho Chi Minh, the Central Military Commission, and the Ministry of National Defense for military and defense tasks in general and for the General Staff of the Vietnam People's Army in particular in the cause of the Vietnamese revolution. Analyze, affirm and honor the glorious feats and outstanding contributions of the General Staff in the cause of national liberation, building and firmly defending the Fatherland; discuss and clarify new issues for the General Staff in strategic consultation with the Central Military Commission and the Ministry of National Defense on military and defense tasks; advise and propose directions and solutions to successfully implement the Party's major policies on research, development of science and technology, innovation and digital transformation; Advise on building local military agencies and defense zones, military zone and national defense postures in accordance with the revolution of arranging and organizing the apparatus of the political system "streamlined - compact - strong - effective - efficient - effective" and implementing a 2-level local government.
