On the morning of November 1, in Mong Cai City, the Vietnam Federation of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development (USAID) and the People's Committee of Quang Ninh Province organized a workshop for the Red River Delta region on "Improving the investment and business environment towards a green economy and sustainable development". Attending the workshop were Mr. Nguyen Quang Vinh, Vice President of VCCI; Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee; representatives of leaders of the provinces in the Red River Delta region and several localities nationwide.

Speaking at the workshop, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, affirmed that after more than 60 years of construction and development, especially in the past 10 years, the economy of Quang Ninh province has continuously grown high and stable, maintaining a double-digit GRDP growth rate for 9 consecutive years since 2015. The scale of the economy has increased rapidly, reaching nearly 316,000 billion VND in 2023, ranking 3rd in the Northern region, contributing 10.1% to the total economic scale of the Red River Delta region.

In the first 9 months of 2024, in the context of many difficulties and challenges, especially the heavy damage caused by storm No. 3 (Yagi), the province's GRDP still grew by 8.02%, ranking 7th in the Red River Delta and 18th in the country.

Quang Ninh is also currently maintaining 7 consecutive years (since 2017) of leading the country in the PCI Index; 5 consecutive years (since 2019) of leading the SIPAS index; 6 years of leading the PAR INDEX administrative reform index; leading the PGI provincial green index in 2023.

The province is also always exploring and making breakthroughs, bringing the innovation process into depth, focusing on the quality of development and the quality of life of the people; transforming the development method from "brown" to "green", strongly shifting the economic structure towards industrialization, modernization, greening, taking tourism as a spearhead associated with sustainable development of the marine economy, harmonious development between regions associated with new rural construction and promoting urbanization, developing smart, modern, civilized urban areas.

The Vice Chairman of the Provincial People's Committee expressed his hope that the workshop would be an opportunity for Quang Ninh to exchange and share with other localities in the Red River Delta good experiences and learn how to implement green transformation solutions to create a business environment oriented towards sustainable development. Thereby, contributing to promoting the Red River Delta in general and Quang Ninh province in particular to promote economic restructuring associated with growth model innovation, environmental sustainability, towards a green economy, emission reduction, contributing to realizing the emission reduction commitments made by the Prime Minister at the COP26 Conference.

The workshop “Improving the investment and business environment towards a green economy and sustainable development” took place with 2 sessions. In session 1 with the theme: “Provincial green index and improving the quality of environmental governance towards sustainable development”, delegates shared and discussed a number of contents, such as: Green transformation, zero net emissions and issues related to provincial governance; improving the quality of environmental governance towards sustainable development; business environment in the Red River Delta region and issues arising for economic development associated with environmental protection in the region…

At the second session with the theme “Good practices in promoting an environmentally friendly business environment and suggestions for the Red River Delta region”, a representative of the Quang Ninh Provincial Industrial Zones Management Board presented a discussion paper at the workshop on harmonizing economic and environmental benefits in maintaining and developing industrial zones and economic zones. It emphasized the consistent policy of not attracting investment at all costs, not trading off fairness, social progress and the environment to pursue pure economic growth, and selectively attracting investment… Delegates who are leaders of localities in the region and representatives of enterprises and investors also shared and discussed a number of issues surrounding the work of improving the investment and business environment, attracting investment in a green and sustainable direction.
