National online conference to deploy tasks of the Home Affairs sector in 2024

On the afternoon of December 20, the Ministry of Home Affairs held a national online conference to review the work of the Home Affairs sector in 2023 and deploy tasks for 2024. Comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister attended and directed the conference.

Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee attended and chaired the conference at Ninh Binh bridge. Also attending were leaders of a number of departments, branches, sectors and localities in the province.

In 2023, with the motto of action "Solidarity, discipline, exemplary, innovative, creative, effective", the entire Home Affairs sector has made efforts, determination, drasticness, constantly innovated, created creativity, and flexibility, creating comprehensive and clear changes with important results.

Notably: Focused on building and perfecting institutions and policies to strongly and effectively innovate the state administration in the direction of democracy, professionalism, modernity, streamlining, effectiveness and efficiency. Accordingly, many policies and laws have been proposed and amended to ensure feasibility and meet the practical requirements of innovation of the state administration and the development of the country. The management of public affairs and civil servants has been innovated in the direction of promoting decentralization and delegation of power and having mechanisms to encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good and focusing on solutions to overcome the situation of cadres avoiding, pushing back, and lacking responsibility in performing public duties; strengthening inspection of public affairs and civil servants and strictly handling violations in the recruitment and appointment of cadres, civil servants and public employees. The industry has also promptly advised to adjust the basic salary to increase by 20.8%.

The reorganization of the State administrative apparatus and the restructuring of public service units have been focused on. By the end of 2024, the total number of public service units under the management of ministries and branches will be 895 units, a decrease of 140 units compared to 2021. Localities have focused on implementing the review and reorganization of internal administrative organizations, reducing 13 departments and other administrative organizations under the Provincial People's Committee; reducing 2,572 divisions and equivalent organizations under the specialized agencies of the Provincial and District People's Committees nationwide.

Administrative reform has been carried out vigorously, focusing on cutting and simplifying administrative procedures. Emulation and reward work; State management of beliefs and religions; document and archive work, management of associations, funds and non-governmental organizations, youth work, inspection, legislation, scientific research, international cooperation, training and fostering... have seen many innovations, contributing to improving the quality and effectiveness of State management activities of the sector.

At the conference, delegates made statements clarifying the achievements in the work of the Home Affairs sector in 2023; sharing experiences in institution building, implementing salary policies, administrative reform, and arranging administrative units... Many delegates pointed out limitations and proposed solutions to overcome them in order to better perform the key tasks of the Home Affairs sector in 2024.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang commended and highly appreciated the results achieved by the Home Affairs sector in 2023, making important contributions to the overall achievements of the country and each locality.

Regarding the key tasks in 2024, the Deputy Prime Minister suggested that with the spirit of "Discipline, exemplary, professional, effective", the whole sector should prioritize and focus on the work of building and perfecting institutions and policies in the field of internal affairs. In which, continue to build and approve the Job Position Project. Promote public service and civil servant reform; advise on effective implementation of salary reform. Implement decentralization and delegation of power to clear development bottlenecks, promote dynamism, creativity, and autonomy of localities associated with inspection, examination, and control of power; resolutely reorganize the internal apparatus of agencies and units towards streamlining, effective and efficient operation.

Synchronously, resolutely and effectively implement the Conclusion of the Politburo and the Resolution of the National Assembly Standing Committee, the Resolution of the Government on the arrangement of administrative units at district and commune levels in the 2023-2025 period to ensure the achievement of the set goals and requirements.

Focus on applying information technology and digital transformation of the Home Affairs sector to contribute to building a democratic, rule-of-law, modern, professional, public, transparent, streamlined, effective and efficient administration to serve the people. Innovate emulation and reward work. Perform well the State management of religious affairs. At the same time, pay attention to building a team of professional, capable and qualified Home Affairs cadres, meeting the tasks and development of the country...
