On November 18, the Provincial Party Committee held a conference to disseminate, study and implement documents of the Central Committee and the Provincial Party Committee. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee attended and directed the conference.

At the conference, delegates listened to, learned and implemented Resolution No. 23-NQ/TU dated March 3, 2024 of the Provincial Party Committee Standing Committee "on strengthening the Party's leadership in the task of building, managing and protecting the national border in Quang Ninh province and building a comprehensively strong provincial Border Guard force to meet the requirements and tasks in the new situation"; Resolution No. 28-NQ/TU dated September 26, 2024 of the Provincial Party Committee Standing Committee "on strengthening the Party's leadership in building the Quang Ninh Provincial Police force to meet the requirements and tasks in the new situation".

Directing the implementation of Resolution 23 and Resolution 28, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, requested Party committees and Party organizations in the province to maintain and strengthen the absolute and direct leadership in all aspects of Party committees and organizations; improve the effectiveness and efficiency of the State and people's supervision in ensuring security, social order and safety; improve the leadership capacity and fighting strength of Party organizations, and the exemplary responsibility of each cadre and Party member, especially the leaders of the police and border guards.

Build and consolidate the national defense posture, the border posture, the people's security posture in association with the solid posture of the people's hearts; improve the quality and effectiveness of the movement of the People to protect the security of the Fatherland; the grassroots security model; build communes, wards and towns free of drugs, social evils and crimes. Party committees and organizations at all levels need to focus on implementing well the social security, ethnic and religious policies; pay attention to caring for and improving the material and spiritual life of the people; promote the democratic regulations at the grassroots level, thoroughly resolve complaints, denunciations and legitimate recommendations of the people.

Promote rapid and sustainable socio-economic development, improve the quality of life and happiness of the people, build a prosperous, civilized, peaceful, friendly, stable, cooperative border area for mutual development. Be active, proactive, and sensitive in grasping, analyzing, identifying, evaluating, and accurately forecasting the situation, especially non-traditional security challenges in the context of comprehensive and extensive international integration. Fight effectively against all types of crime. Strengthen control of power, prevent corruption and negativity; resolutely practice thrift and combat waste.

Pay attention to building a truly clean, strong, revolutionary, disciplined, elite, and modern police and border force; build a contingent of cadres who are up to the task, meeting the requirements and tasks of building and protecting the Fatherland in the new situation. Promote cooperation in border and border gate management; enhance people-to-people exchanges; strengthen foreign affairs and international cooperation in the fields of security and order, and the fight against crime.

The Provincial Party Secretary requested Party committees and Party organizations to step up propaganda and implementation of Resolution 23 and Resolution 28; at the same time, regularly urge, inspect and supervise the implementation of the Resolutions. The implementation of the Resolutions needs to be associated with focusing on completing the goals and targets on socio-economic development, firmly ensuring the province's national defense and security in the 2020-2025 term and the following years.

The conference also listened to the dissemination, study and implementation of Decision No. 190-QD/TW dated October 10, 2024 of the Central Executive Committee on promulgating the Election Regulations within the Party; Instruction No. 27-HD/BTCTW dated August 26, 2024 of the Central Organizing Committee on guiding a number of contents of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; Plan No. 439-KH/TU dated July 23, 2024 of the Provincial Party Committee on organizing Party Congresses at all levels towards the 16th Provincial Party Congress, term 2025-2030; Instruction No. 06-HD/TU dated October 25, 2024 of the Provincial Party Standing Committee on some contents of Party Congresses at all levels for the 2025-2030 term.

Directing the implementation of these contents, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, requested Party committees, Party organizations, and localities in the province to closely follow the direction and guidance of the Central and the province as a basis for implementing the steps, aiming to successfully organize congresses at all levels. In particular, the development of congress documents must be given top priority, ensuring quality, scientific, concise, easy to understand, and easy to implement. The political report is the center, the report on Party building, socio-economic and supplementary reports need to be evaluated honestly, objectively, comprehensively, especially clarifying the results of implementing the congress resolution for the 2020-2025 term; advantages, disadvantages, causes, lessons learned; at the same time, clearly defining the directions, tasks, and solutions for the next term that are close to the actual situation and highly feasible. The Party Committee's review report should be concise, clearly pointing out the existing shortcomings and weaknesses, thereby proposing effective solutions for the coming period. The draft resolution of the congress should be prepared early and carefully, in which the targets, objectives, tasks and solutions must closely follow the political report. The content of the resolution must be short and concise, fully reflecting the main content of the congress. During the congress, adequate time must be spent discussing and contributing opinions to the draft Central Committee documents to be submitted to the 14th National Congress of the Party.

Along with the work of drafting documents, Party committees and Party organizations must lead and direct the implementation of congress personnel work well. In particular, it should be noted that the highest goal of congress personnel work is to have a team of cadres with political mettle, intelligence, qualities, ethics, lifestyle, capacity and prestige. Cadres of Party committees and standing committees at all levels must be truly clean, strong, have vision, innovative thinking, high fighting spirit, and meet the requirements of the new period to successfully implement the resolutions of Party congresses at all levels. Personnel preparation and election work must be in accordance with the principles and regulations of the Party. Personnel assessment work must be inherited and strongly innovated, resolutely not allowing unqualified people to enter the Party committee.

Party committees at all levels should strengthen the leadership, direction, guidance, inspection and supervision of higher-level Party committees; thoroughly resolve petitions, complaints and outstanding, pressing issues that are pending; effectively carry out citizen reception work, ensure security and order before, during and after the congress; grasp the ideological situation of cadres, party members and public opinion; combine information and propaganda work with the fight against erroneous and hostile viewpoints, and protect the Party's ideological foundation. At the same time, effectively carry out propaganda work, create a festive atmosphere; launch and widely deploy emulation movements; select and complete practical works to welcome Party congresses at all levels to ensure practicality and effectiveness.
