Proactive and creative in leadership, direction, and organization of task implementation

Speaking at the conference, Provincial Party Secretary Nguyen Long Hai emphasized that in the context of implementing the policy of merging provincial-level administrative units, not organizing the district level, continuing to merge commune-level administrative units, to achieve the target of 8% GRDP growth in 2025, he requested that the Party Committee, the government and the entire political system need to be more drastic and breakthrough in innovating leadership methods, continuing to remove difficulties and obstacles, focusing on investment and business procedures, site clearance to build programs and projects, improve the quality of human resources to promote comprehensive development in all fields, especially implementing key projects of the province and the country passing through the province such as: Van Ninh - Cam Lo Expressway, Quang Tri Airport, My Thuy Seaport, coastal road connecting the East-West economic corridor, eastern bypass of Dong Ha City, National Highway 15D, Quang Tri Industrial Park.

The Office, Party Committee, and leaders of the Provincial People's Committee fully received the delegates' comments and suggestions to complete the report, focused on leading and directing the implementation resolutely and effectively, proactively resolving difficulties and obstacles, striving to achieve the highest goals and tasks of 2025, especially the province's GRDP growth target of 8% in 2025.

In the socio-cultural field, all levels, sectors and units closely follow their assigned functions and tasks to prepare well the conditions to successfully organize the 50th Anniversary of the Liberation of the South and National Reunification Day on April 30 (1975-2025); determined to complete the program of eliminating temporary and dilapidated houses before June 30, 2025; well organize the implementation of the policy of rearranging the apparatus of the political system in accordance with the direction of the Politburo and the Secretariat. Strengthen the work of ensuring security, order and social safety, especially protecting the major holidays of the homeland, the country, and remote areas as well as properly handling complaints and petitions of citizens.

In the first quarter of 2025, total product continues to grow

The report at the conference stated: In the first quarter of 2025, the total product in the area (GRDP) continued to grow, in which the agriculture, forestry, industry and service sectors all had stable development; domestic budget revenue reached 923,075 billion VND, an increase of 26.3% over the same period in 2024; total social investment capital reached 4,691 billion VND, an increase of 7.88% over the same period last year.

As of March 15, 2025, the province has created jobs for 3,916 workers. Preferential policies for people with revolutionary contributions continue to be fully and transparently implemented. The program to eliminate temporary and dilapidated houses for poor households, near-poor households and people with revolutionary contributions has been actively implemented. In the first 3 months of the year, the province has allocated support funds to 2,851 households, of which 887 houses have been completed and 1,870 houses are under construction.

In the field of education and training, the province has issued many important plans to implement educational innovation and prepare for the 2025-2026 school year. To date, the province has 230/366 public schools meeting national standards, reaching a rate of 62.84%. Universal education has achieved many positive results, with 100% of communes and wards completing universal primary and secondary education, and universal secondary education reaching 69.6%. The province has also implemented many important programs to promote the development of science and technology, innovation and digital transformation.

In the first quarter of 2025, the province resolved documents related to land allocation, land lease, issuance of land use right certificates and signing of land lease contracts for many projects as well as approved 14 environmental impact assessment reports, issued 7 environmental licenses and implemented the project on classifying domestic solid waste at source. The Provincial People's Committee directed the implementation of the auction of mineral exploitation rights, approved the grant of mineral exploitation rights for projects with a total amount of more than 12.25 billion VND.

Regarding the implementation of the conclusion of General Secretary and President To Lam in Notice No. 101 dated October 28, 2024 of the Central Party Office, including the Project "Lao Bao - Densavan Cross-Border Economic and Trade Zone", the People's Committee of Quang Tri province has submitted the project to the Prime Minister for consideration and approval, and at the same time recommended that the Ministry of Industry and Trade coordinate with relevant agencies to complete the draft agreement on this economic zone, expected to be signed by the end of 2025.

Regarding the investment in the construction of National Highway 15D, the Provincial People's Committee has proposed the Prime Minister to support the budget to invest in the construction of the 13.8km section from My Thuy Port to National Highway 1, costing about VND950 billion, and the 8km section from National Highway 1 to Cam Lo - La Son Expressway, costing about VND990 billion. At the same time, it proposed to allocate central capital in the medium-term public investment plan for the period 2026-2030, about VND1,500 billion to support the state capital participation in the investment project to build National Highway 15D from Cam Lo - La Son Expressway to Ho Chi Minh Road, West branch, in the form of public-private partnership (PPP). Currently, the Government has issued a document directing the decentralization of management of this national highway and is considering support from the increased central budget revenue.

Regarding the Cam Lo - Lao Bao Expressway, the Provincial People's Committee has reviewed and completed the project proposal for this expressway with a scale of 4 lanes, with an estimated total investment of about 13,939 billion VND. The province has coordinated with the Ministry of Transport to request support funds from the central budget. The Provincial People's Committee has proposed to add the coal transshipment port and Vinh Moc port to the planning of Vietnam's seaport system. Currently, the Prime Minister is assigning the Ministry of Construction to handle this proposal.

Regarding the adjustment of the VIII power plan, the province is promoting the addition of power source projects to the VIII power plan to promote the province's energy potential, while speeding up the progress of thermal power and renewable energy projects.

Regarding the National Museum Project “Memories of War and Aspiration for Peace”, the Ministry of Culture, Sports and Tourism has agreed to implement this project in Quang Tri and include it in the National Target Program on Cultural Development. The Provincial People's Committee is preparing the project investment to submit to the Provincial Party Committee for consideration, approval of the construction site and preparation of the investment project proposal according to regulations...

Complete the organizational arrangement according to Conclusion No. 09

Regarding the work of building the Party and the political system, the Provincial Party Committee, the Provincial Party Committee Standing Committee and Party committees at all levels in the province have promptly developed annual work programs, monthly work programs and organized timely, comprehensive and effective implementation as well as issued documents to promptly deploy new central documents in the fields of Party building organization, cadre policies, inspection, supervision, enforcement of Party discipline, internal affairs, prevention and combat of corruption and negativity.

Strengthen leadership and direction at all levels and sectors to urgently complete the targets of the Resolution of the 17th Provincial Party Congress, and at the same time regularly inspect, supervise, and work with all levels, sectors, and localities to grasp the situation and urge the implementation of notices, conclusions, and directions of the Standing Committee and the Provincial Party Committee.

In the first quarter, the whole province completed the organizational arrangement according to Conclusion No. 09 dated November 24, 2024 of the Central Steering Committee.

Regarding the tasks for the second quarter of 2025, the province continues to resolutely, synchronously, creatively and effectively implement the tasks and solutions set forth in Conclusion No. 667 dated November 25, 2024 of the Provincial Party Committee on the socio-economic situation, national defense and security in 2024 and directions and tasks in 2025; Conclusion No. 738 dated February 18, 2025 of the Provincial Party Committee on adjusting a number of socio-economic targets in 2025 with a growth rate of 8%...

Based on the suggestions of Provincial Party Secretary Nguyen Long Hai and Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang, the conference spent most of its time discussing, pointing out experiences and results achieved as well as shortcomings, limitations, recommendations, proposals, and setting out tasks for the second quarter of 2025.
