14:00: Comrade Nong Thi Bich Hue, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee, Head of the Provincial People's Council's Culture and Social Affairs Committee, presented the Draft Report of the Provincial Party Committee on the preliminary summary of Resolution No. 29-NQ/TU of the Provincial Party Committee on developing tourism into an important economic sector of the province .

The draft shows that Party committees and authorities at all levels have done a good job of leading, directing, disseminating, propagating, thoroughly grasping and concretizing the goals, tasks and solutions into programs, plans and projects to implement Resolution No. 29-NQ/TU. The main goals, tasks and solutions set out in Resolution No. 29-NQ/TU have been implemented and achieved many important results, gradually keeping pace with the general tourism development trend of the region and the whole country; contributing to the economic restructuring, creating jobs and income for the people.

The draft shows that Party committees and authorities at all levels have done a good job of leading, directing, disseminating, propagating, thoroughly grasping and concretizing the goals, tasks and solutions into programs, plans and projects to implement Resolution No. 29-NQ/TU. The main goals, tasks and solutions set out in Resolution No. 29-NQ/TU have been implemented and achieved many important results, gradually keeping pace with the general tourism development trend of the region and the whole country; contributing to the economic restructuring, creating jobs and income for the people.

14:15: Comrade Nguyen The Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented the Draft Report of the Provincial Party Committee on summarizing Resolution No. 16-NQ/TU dated May 22, 2016 of the Provincial Party Committee (term XVI) on developing commodity agriculture in the period 2016-2025; Draft Report of the Provincial Party Committee on summarizing Resolution No. 39-NQ/TU dated June 26, 2021 of the Provincial Party Committee on sustainable forestry development in Tuyen Quang province in the period 2021-2030.

After 10 years of implementing Resolution No. 16-NQ/TU, 12/16 targets have exceeded and met the plan, 04 targets have not been met. Typically: The value of agricultural, forestry and fishery production (at 2010 comparative prices) in 2024 reached 11,252.4 billion VND, the average increase in the period 2016-2024 increased by 4.6%/year, achieving the Resolution's target.

Of which, agriculture increased by an average of 3.9% per year (Resolution target increased by 4%). Forestry increased by an average of 8.1% per year (Resolution target increased by 4%). Aquaculture increased by an average of 6.7% per year (Resolution target increased by 4%). The proportion of the value of key agricultural commodities/total value of agricultural, forestry and fishery production was over 70%, achieving the Resolution target. The average value of products obtained per hectare of agricultural cultivation/cultivated land (at actual prices) was estimated at 115 million VND, an increase of 1.7 times compared to 2015, exceeding the Resolution target. The peanut area was 4,500 ha/4,500 ha, equal to 100% of the Resolution, achieving the Resolution target...

The Draft Report also points out the shortcomings and limitations; causes of the shortcomings and limitations and proposes solutions for implementation in the coming time. In particular, continue to research and promulgate mechanisms and policies to support the development of agricultural commodity production, develop farm economy combined with agricultural tourism; Review and develop plans to develop specialized commodity production areas associated with key agricultural, forestry and fishery products and specialties; Continue to invest in building infrastructure to serve production, adapt to climate change, prioritizing essential infrastructure to serve production; Expand the market for agricultural products and OCOP products; deploy digital technology, apply e-commerce for businesses and cooperatives in consuming agricultural products...

After 3 and a half years of implementing Resolution No. 36-NQ/TU dated June 26, 2021 of the Provincial Party Committee (17th term) on sustainable forestry development in Tuyen Quang province for the period 2021-2030, 03/13 targets were achieved and exceeded, 10/13 targets were not achieved in the plan for the period 2021-2025. It is expected that by the end of 2025, 8 more targets will be completed; 2 targets are difficult to achieve. Implementing Resolution No. 36-NQ/TU, the province's forestry has achieved important results, the goals, tasks and solutions set out have been proven in practice and demonstrated in the following aspects: Awareness and responsibility of Party committees, Party organizations, authorities, functional branches and people have been improved; the number of violations of forestry laws has decreased rapidly, the following year is always lower than the previous year in both the number of cases and the level of damage.

The annual forest planting area is always at the top of the provinces with the largest forest planting area in the country; the annual forest plantation timber exploitation output ranks first in the Northern midland and mountainous provinces; in terms of area granted forest management certificates, it has become the leading locality in the country; the province's forest coverage rate has always remained stable and ranked third in the country. The province's forestry has become an extremely important economic and technical sector, with the forestry production value in 2024 increasing by over 509 billion VND compared to 2020, accounting for over 17% of the total agricultural, forestry and fishery production value of the province...

14:40: Comrade Hoang Viet Phuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented the Draft Report of the Provincial Party Committee on the preliminary summary of the implementation of Resolution No. 48-NQ/TU of the Provincial Party Committee (term XVII) on digital transformation of Tuyen Quang province by 2020, with a vision to 2030.

According to the draft, Resolution No. 48-NQ/TU sets out a total of 27 goals by 2025 (16 goals for digital government development, 02 goals for digital economic development and 09 goals for digital social development). After 03 years of implementing the Resolution, up to now, 18/27 goals have been achieved and exceeded the plan, accounting for 66.7% of the goals set by the Resolution by 2025, and 09/27 goals (in the phase) are being implemented by agencies, units and localities.

Resolution No. 48-NQ/TU, digital transformation of Tuyen Quang province has made clear changes in all aspects and pillars. Awareness of digital transformation of cadres, civil servants, public employees, especially heads of Party committees, authorities, organizations at all levels, enterprises and people has been significantly improved. The thinking in leadership, direction, operation, and work handling of cadres, civil servants, public employees and workers has been innovated, following technology trends more closely. Information technology infrastructure in state agencies has been focused on, deployed, and built in a modern, synchronous direction, solutions to ensure network information security have been deployed for common use, unified from the provincial to the communal level...

Digital society has developed strongly with widespread internet coverage, smart radio and television systems, and digital platforms built and put into use, especially the Tuyen Quang Provincial Digital Government Application platform (Tuyen Quang ID App) has helped people easily access information and interact with the government anytime, anywhere...

14:55: Discussion

Provincial Party Secretary Ha Thi Nga directed the discussion at the conference.

Suggesting the discussion, Secretary of the Provincial Party Committee Ha Thi Nga emphasized that the resolutions are very important in order to specify the key tasks and breakthroughs of the term. She asked the delegates to express their opinions, clearly stating the shortcomings and limitations in implementing the resolutions. In particular, to point out the causes of the shortcomings and limitations. At the same time, propose solutions for effective implementation in the coming time to continue to bring the resolutions into life, creating clear changes in each field.

Speaking at the discussion, Director of the Department of Home Affairs Nguyen Van Viet assessed that the general objectives of Resolution No. 16 were basically achieved, however, there were areas of sugarcane, tea and orange that had not met the resolution's objectives. Sugarcane areas developed well in the previous period, but up to now, sugarcane production has decreased because the more production, the more losses. The remaining tea areas were recovered for projects due to aging. The limitation is that production organization is still weak, this is the most important factor.

It is recommended that the orientation in the coming time focus on overcoming the root cause of the limitation, which is the production organization stage. Regarding Resolution 48, in a short period of time, high-quality forestry varieties have been planted, but the exploitation cycle has not yet reached. There are currently no guidelines for leasing natural forests for medicinal plants under the forest canopy, leading to limitations in the implementation process. The development of medicinal plants still has a lot of room for development...

At the conference, the Provincial Party Standing Committee decided to reward party organizations and party members in 2024. In which: Awarding Certificates of Merit to 02 party committees directly under the Provincial Party Committee that achieved the standard of "Excellent completion of tasks" in 2024. Awarding Flags to 07 grassroots party organizations that achieved the standard of "Excellent completion of tasks" for 5 consecutive years (2020-2024). Awarding Certificates of Merit to 35 party cells directly under the grassroots party committees that achieved the standard of "Excellent completion of tasks" for 5 consecutive years (2020-2024). Awarding Certificates of Merit to 197 party members who achieved the standard of "Excellent completion of tasks" for 5 consecutive years (2020-2024).

On this occasion, the Provincial Party Standing Committee awarded Certificates of Merit to 2 collectives and 1 individual who achieved the standard of "Excellent completion of tasks" in 2024.
