Coming to Bac Doan Vy village in the early days of the New Year of the Dragon, the appearance of the model new rural village is spacious and bright. Wherever you go, you see people beaming with joy. They are happy because their homeland is changing day by day, their cultural and spiritual life is improving day by day. Village roads and alleys are widened, paved, decorated with flower beds and murals, creating a bright - green - clean - beautiful living environment. The highlight of the village is also the cultural house of more than 2,200m2, invested in synchronous construction, spacious with full facilities such as a cultural house, loudspeaker amplifier, mini playground with sports equipment for children and the elderly. People actively participate in cultural - artistic, physical education - sports activities, creating a vibrant competitive atmosphere in the community. The whole village has 5 cultural and sports clubs; 95% of families are cultural; 80% of people regularly practice sports.

In the process of building new rural areas, Hoang Thinh commune has attached to the task of building grassroots cultural life. Therefore, the appearance of new rural areas as well as grassroots cultural life in Hoang Thinh commune has changed more and more clearly. The spiritual and cultural life of the people has been improved. People are aware of implementing the guidelines, policies and guidelines of the Party and the State, actively participating in labor production, economic development and activities and emulation movements in the locality. Up to now, the rate of cultural families in the whole commune has reached 92%; 100% of villages have been recognized as cultural titles.

To achieve such positive changes, the commune has closely followed the plans and instructions of the province and district on the implementation of new rural construction and building a cultural life at the grassroots level. From there, a specific implementation plan was developed for each content and movement. At the same time, the commune has promoted propaganda work in many forms so that people are fully aware and clearly identify their responsibilities and roles in new rural construction associated with building a cultural life.

To improve cultural life and build a healthy cultural environment, the commune has focused on implementing the movement "All people unite to build a cultural life", focusing on the movement to build cultural families and cultural villages. The commune has directed the villages to build and amend village covenants and regulations in accordance with the general development situation. Disseminate and implement the criteria of the movement to build cultural families, cultural villages, and new rural construction to each village and each household so that people can correctly and fully understand and implement them. The registration, evaluation, and proposal for recognition of cultural titles are carried out publicly, democratically, and in accordance with regulations, so the quantity and quality of cultural families and villages are increasingly improved. The implementation of civilized lifestyles in weddings, funerals, and festivals is carried out effectively and in accordance with regulations.

Along with that, the commune is interested in allocating land funds to build cultural and sports institutions from the commune to the village. At the same time, promote propaganda so that people understand the role of cultural and sports institutions in the spiritual life of each individual and the community; promote socialization in the construction of cultural and sports institutions and traffic and environmental works... Besides, the commune has mobilized people to establish and participate in clubs, art and sports teams; create conditions for organizing cultural - art, physical education and sports exchange programs, create healthy playgrounds, increase solidarity, love and attachment among people in the village, contributing to preserving and promoting the cultural traditions of the homeland. Up to now, the commune has a standard multi-purpose cultural hall, a new stadium of 1.14ha; 6/6 villages have cultural houses - village sports areas. Each village has art and sports clubs/teams operating regularly.

The combination of new rural development with the development of grassroots cultural life has created a “new wind” for Hoang Thinh commune. The “wind” comes from solidarity, creating a healthy cultural environment, a civilized and modern living environment.
