Allocating nearly 1,800 billion VND to implement policies issued by the Provincial People's Council

From the beginning of the 2021-2026 term to July 2023, the Provincial People's Council has issued 25 resolutions on mechanisms and policies that are still in effect, in the fields of socio-economics, national defense and security. Within the scope of supervision of the Provincial People's Council Standing Committee, there are 11 resolutions; of which 6 resolutions are in the economic-budgetary field and 5 resolutions are in the cultural-social field.
Based on direct supervision in 3 districts (Anh Son, Nam Dan, Quynh Luu) and working with a number of provincial departments, branches and sectors, at the meeting, the supervision delegation of the Provincial People's Council Standing Committee acknowledged that the Provincial People's Committee has proactively directed and assigned responsibilities to provincial departments and branches to guide the implementation, inspect, urge and remove difficulties and obstacles at the grassroots level in implementing policies. The Provincial People's Committee, district and commune levels have paid attention to allocating resources to implement 11 resolutions with a total of nearly 1,800 billion VND; of which the provincial budget is more than 770 billion VND.

According to the assessment of the monitoring delegation, most of the policies issued by the Provincial People's Council have impacts on production and business and the implementation of socio-economic tasks of the province and each locality.
Typical examples include policies to support agricultural and rural development; specific mechanisms and policies for localities: Do Luong, Thai Hoa town, Cua Lo town; policies for coaches, athletes, artisans, artists, clubs; policies to support social protection beneficiaries, households, and individuals in difficulty, etc.

In addition to the positive impacts, at the meeting, members of the Provincial People's Council's monitoring delegation also frankly pointed out some shortcomings and limitations. Of particular concern is that the propaganda work was not timely, not comprehensive about the policy, and did not reach the right beneficiaries.
Regarding the implementation method, some policies are still slow; even after 9 months of taking effect, some policies have not been implemented yet and have no beneficiaries. Regarding this reality, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi raised the question: Is it necessary to issue policies, because policies are aimed at solving urgent and pressing problems in real life?! That is also the problem of policies being fragmented and small-scale; administrative procedures are still cumbersome, not creating favorable conditions for the subjects.

In addition, some localities have not paid attention to reviewing beneficiaries, so the registration of resource allocation is not close, leading to a situation where there are policies that have allocated funds but have not been implemented in accordance with the spirit of the resolution, and some policies have not allocated capital in a timely manner.
Need to change thinking in policy making
Receiving the opinions exchanged by the members of the monitoring delegation, Vice Chairman of the Provincial People's Committee Bui Thanh An affirmed that after this meeting, the Provincial People's Committee will direct relevant departments, branches and sectors to conduct a general review of the mechanisms and policies issued by the Provincial People's Council, on that basis, research and advise the Provincial People's Council to abolish, extend or supplement policies to overcome the existing problems, meeting the requirements of promoting the province's development.
Vice Chairman of the Provincial People's Committee Bui Thanh An also clearly stated the viewpoint on policy making, first of all, it is necessary to change the policy-making mindset, avoid sectoral and local sectionalism, avoid every sector wanting to have policies to promote the completion of its political tasks. Policy making, in addition to solving life's problems, must adhere to the goals and tasks set forth by the Resolution of the Provincial Party Congress and the action program to implement the Central Resolutions to determine the key policies, the driving force to promote the development of the province.

On the other hand, the policy implementation process needs to closely follow the ability to meet resources and the development of budget estimates; associated with propaganda, guidance, direction, payment and settlement work must be synchronous, avoiding policy abuse. At the same time, attention should be paid to inspection, supervision and preliminary and final summary of policy implementation, ensuring that the policies are implemented effectively.
Focus on inspection and supervision of policy implementation
Agreeing with the viewpoint of the Vice Chairman of the Provincial People's Committee on policy development and implementation of mechanisms and policies issued by the Provincial People's Council, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation proposed that the Provincial People's Committee direct departments and branches to review mechanisms and policies issued by the Provincial People's Council from previous terms that are still in effect and policies issued in the 2021-2026 term but are outside the scope of supervision of the Provincial People's Council and 11 resolutions within the scope of supervision.

Through review to study the abolition of policies issued by the Provincial People's Council to implement the policies of the Central Government but which have expired. At the same time, focus on removing difficulties and obstacles in the registration, resource allocation and administrative procedures to effectively implement policies into life.
Pay attention to inspection, examination and supervision work; in addition to the responsibilities of the Provincial People's Committee and provincial departments and branches, the Standing Committee of the Provincial People's Council assigns responsibilities to committees, delegations and Provincial People's Council delegates to participate in supervision, in conjunction with the supervisory role of the Fatherland Front.
