Hanoi deploys 8 groups of tasks and solutions to prevent and combat waste

Accordingly, the program sets out the general goals of preventing and repelling waste, contributing to the effective management and use of the city's resources, mobilizing the people, bringing the city and the whole country into a new era, an era of growth, an era of development, wealth and prosperity; maintaining political stability and socio-economic development.

The main content of the program includes 8 groups of tasks and solutions. Specifically, perfecting policies and laws in the fields of socio -economic management and waste prevention and control; focusing on building, streamlining the apparatus and building a team of effective and efficient cadres and civil servants.

Along with that is the effective management and use of resources, human resources, material resources, and financial resources, enhancing sustainability; improving energy efficiency; promoting administrative reform, focusing on minimizing administrative procedures and compliance costs for people and businesses; focusing on resolving long-standing problems with important projects, key projects, low-efficiency projects, backlogs, and prolonged projects causing great loss and waste.

In particular, strengthening the work of inspection, supervision, investigation, and handling of waste cases; raising awareness, promoting the role and responsibility of the Vietnam Fatherland Front, organizations and people in preventing and combating waste; enhancing the capacity of cadres and civil servants to carry out waste prevention and combat work.

The program is divided into two phases, in which the first phase (2025-2030) focuses on synchronously implementing tasks and solutions. At the same time, reviewing, amending or proposing amendments to the legal system related to waste prevention and control. Strengthening the capacity and effectiveness of preventing, detecting and handling waste and completing specific tasks, and summarizing in 2030.

Phase two (2031-2035) inherits and promotes the results of the first phase. Develop a specific plan in accordance with practical requirements; comprehensively implement tasks and solutions to achieve overall goals; and summarize the program in 2036.

The City People's Committee assigns relevant departments, branches, localities, agencies, organizations and units to develop specific plans to implement the program and assigned tasks; periodically report before October 30 every year to the Department of Finance.

The Department of Finance is responsible for being the focal agency, presiding over the implementation, urging, inspecting, monitoring and evaluating the program.
