(Dan Tri) - Hanoi People's Committee assigned 3 land plots with a total area of nearly 8.6 hectares in Ngoc Thuy and Thuong Thanh wards to Long Bien district to build technical infrastructure to auction land use rights.
The Hanoi People's Committee has just issued Decision No. 6172/2024 on the allocation of 85,977.5m2 of land (phase 1) in Ngoc Thuy and Thuong Thanh wards to the Long Bien District People's Committee to implement the project of Building technical infrastructure to serve the auction of land use rights. The allocated land area is located in planning blocks A5/N05, A4/HH1, A4/HH5 (including adjacent roads).
Nearly 8.6 hectares of this land were confirmed by the Long Bien District People's Committee to have completed site clearance work in Document No. 1705/2024 dated August 21.
The document states that 17,306 square meters at the land plot coded A4/HH1 is used for auction of residential land use rights. The form of land allocation to the Long Bien District People's Committee is that the State allocates land without collecting land use fees.
For organizations that win the auction for land use rights, the form of land allocation by the State with land use fee collection is applied. The land use term is according to the investment project implementation term. The buyer of a house attached to the land use right is entitled to stable and long-term use.
13,656.6m2 of land in blocks LK3, LK2-3.2, LK2-3.4, LK2-3.6 for auction of land use rights, of which 9,555.8m2 is for land for construction works, 4,100.8m2 is land for internal traffic, trees, and technical infrastructure. The State allocates land without collecting land use fees to the People's Committee of Long Bien District. 2,095.6m2 in plots LK2-3.1, LK3-3.3, LK2-3.5 to create land fund for resettlement arrangement.

The Hanoi People's Committee assigned the Long Bien District Land Fund Development Center to contact the Department of Natural Resources and Environment to carry out land handover procedures on site according to regulations.
Long Bien District People's Committee is responsible for organizing the implementation of technical infrastructure construction according to the approved investment project, ensuring the overall planning, synchronous connection of technical infrastructure and regional infrastructure; responsible for preparing and approving the master plan drawing to ensure no interleaved land area, economical and effective use of land.
The People's Committee of Long Bien District is assigned to contact the Department of Planning and Investment to guide the completion of procedures for submitting to competent authorities for approval of the investment policy of the land use rights auction project according to regulations before organizing the land use rights auction to implement the investment project.
This unit must also be responsible for the origin of land use; data on the area of rice fields converted to other purposes within the project; the process of land use management and site clearance must comply with regulations; be responsible for the proposed project boundary to ensure no overlap with adjacent projects, no interleaved land areas; use land for the correct purpose, boundary, and area specified above; implement investment projects in accordance with the provisions of law.
In addition, the Hanoi People's Committee assigned the Long Bien District People's Committee to urgently carry out site clearance of the remaining 41,741.8m2 of land within the project scope. After completing the site clearance, complete the report file for the Department of Natural Resources and Environment to appraise and submit to the Hanoi People's Committee for decision on land allocation (phase 2) according to regulations.
Within 12 consecutive months from the date of receiving land handover on site, Long Bien District People's Committee must put the land into use. In case the land is not put into use or the land use progress is 24 months behind the progress recorded in the investment project from the date of receiving land handover on site, Long Bien District People's Committee shall be granted a 24-month extension of land use.
In case the extended period expires and the land has not been put into use or is not used in accordance with the Decision, the Hanoi People's Committee shall reclaim the land without compensation for the land, assets attached to the land and remaining investment costs on the land.
The Hanoi People's Committee assigned the Departments of Natural Resources and Environment, Finance, Construction, Planning - Architecture, Planning and Investment; and the Hanoi Tax Department to guide the Long Bien District People's Committee to carry out specialized management contents according to regulations.
Hanoi Land Registration Office is assigned to update land use rights registration, carry out procedures for registration of changes, and correct land changes in cadastral records according to regulations.
