
At the conference, the project consulting unit analyzed the legal basis and necessity, options and assessed the impacts of the merger of Nong Son and Que Son districts to establish a new district-level administrative unit. At the same time, proposals and recommendations were made to the Central Government on related issues, ensuring the effective implementation of the policy of arranging district-level and commune-level administrative units in Quang Nam.
According to the plan, the entire natural area and population size of Nong Son district (with a natural area of 471.64 km 2 , reaching 55.49% of the standard; population size of 35,438 people, reaching 44.30% of the standard) will be merged with Que Son district (with a natural area of 257.46 km 2 , reaching 57.21% of the standard; population size of 104,128 people, reaching 86.77% of the standard) to establish Que Son district (with a natural area of 729.10 km 2 , reaching 112.70% of the standard; population size of 139,566 people, reaching 131.07% of the standard).

Commenting on the draft project, the opinions agreed that the name of the new district-level administrative unit after the merger would be Que Son, with its headquarters located in Dong Phu town, Que Son district at present.
Through analyzing the contents presented in the draft project, opinions also suggested that the consulting unit study and supplement it. As for the layout, it is necessary to be tight and clarify the necessity of merging the two districts of Que Son and Nong Son because this is one of the important factors for the Central agencies to evaluate. Local voters are also interested in this factor.
The history of the formation of the two localities of Que Son and Nong Son also needs to be fully explained. In assessing the favorable and difficult impacts of the merger, it is necessary to closely follow the actual situation of the locality. It is recommended to have a specific mechanism for the reorganized district-level administrative units to ensure stable development and take good care of people's lives.
The draft project should also state specific solutions, plans, roadmaps, and funding for implementing the work contents; in particular, regarding the settlement of surplus public staff and assets, it is necessary to study and assess the current situation, have plans, determine the responsibilities of relevant agencies, solutions, and implementation time according to the roadmap...

Ms. Tran Thi Kim Hoa - Director of the Department of Home Affairs requested the consulting unit to draft the project to receive comments and study and complete the draft project. And said that this is a sub-project in the overall plan for the arrangement of administrative units at district and commune levels of the province.
The overall project on the arrangement of administrative units at district and commune levels of the province will be completed and will cover and integrate all projects on merging communes and district mergers. At that time, recommendations, solutions, implementation costs and related issues will be specifically mentioned, creating favorable conditions for the implementation of the policy on the arrangement of administrative units in Quang Nam.
