
High voter consensus
After receiving the results of the voter consultation on the draft project to merge Nong Son and Que Son districts, with a 97.05% approval rate, the People's Councils of 6 communes and towns in Nong Son district met and passed a resolution approving the policy and unifying the contents of the project.
The project to merge Que Loc and Son Vien communes, developed by the People's Committee of Nong Son district, also received a high approval rate from voters of the two communes (over 98%). The People's Councils of the two communes met and passed a resolution approving the policy of merging Que Loc and Son Vien communes.
Based on the above, on June 17, the People's Council of Nong Son district unanimously approved a resolution on the policy of merging Nong Son and Que Son districts to establish Que Son district under Quang Nam province; approved a resolution on the policy of arranging commune-level administrative units in the district for the period 2023 - 2025.
Looking back at the process of implementing tasks related to the arrangement of administrative units in the area, according to the People's Committee of Nong Son district, in just a short time, the entire local political system has joined in, effectively implementing information, propaganda, and mobilizing union members, association members and people in the area to clearly understand the reasons and necessity of arranging administrative units at the district and commune levels, thereby creating high consensus and unanimity among cadres, party members and local people.
According to Ms. Nguyen Thi Thu Thuy - Vice Chairman of Nong Son District People's Committee, the District People's Committee assigned the District Department of Culture and Information to focus on information and propaganda in many forms and through many information channels to create consensus in society on the arrangement of administrative units at district and commune levels.
The district's Center for Culture, Information and Communications coordinates with units and localities to develop a radio program to propagate the purpose, requirements and necessity of arranging administrative units in the district in the period of 2023 - 2025.
The People's Committees of communes and towns have also organized propaganda in many different forms about the basic contents of the project to merge Nong Son and Que Son districts in residential areas, propagating through social networking platforms such as Zalo, Facebook...
Along with propaganda work, from the very beginning, Nong Son focused on carefully preparing the conditions for collecting voters' opinions on the draft project in the form of gathering at the village cultural house, creating an exciting and vibrant atmosphere among local voters about exercising their rights regarding the policy of arranging administrative units.
Mr. Quang Van Ngoc - Secretary of Nong Son District Party Committee shared that the District Party Committee members assigned to be in charge of villages and residential groups directly participated throughout the conference to collect voters' opinions organized by the People's Committees of communes and towns according to their areas of responsibility, promptly directed the removal of difficulties and obstacles; mobilized and propagated to create consensus among the people in collecting voters' opinions.
Plan to improve organizational structure
In the project to merge Nong Son and Que Son districts, the Provincial People's Committee has fully assessed the impacts, advantages, difficulties, obstacles and solutions when implementing the policy of arranging administrative units at the district level.

Notably, in the plan and roadmap for arranging and perfecting the organizational apparatus of agencies and organizations after merging Nong Son district and Que Son district to establish Que Son district, the project clearly states: The Standing Committee of the Provincial Party Committee decided to establish a new district Party Committee on the basis of merging the original Que Son district Party Committee and Nong Son district Party Committee.
The first term of the new district Party Committee is 2020 - 2025. The Provincial Party Standing Committee appoints the executive committee, standing committee, secretary, and deputy secretaries of the new district Party Committee according to the Party Charter.
The Standing Committee of the new district Party Committee develops a project, decides on the establishment, regulates the functions, tasks, organizational structure, staffing and working relationships of the agencies and units in the newly established district-level administrative unit on the basis of merging and consolidating the original status of the corresponding agencies and units in the district-level administrative unit before the arrangement.
After the arrangement of district-level administrative units, the Provincial People's Committee said that the number of redundant cadres is quite large; of which, the number of redundant cadres, civil servants, public employees, commune-level cadres, civil servants and non-professional commune-level workers is 352 people (including 44 cadres and civil servants in the Party bloc, the Fatherland Front and socio-political organizations at the district level; 70 cadres, civil servants, 38 civil servants and public employees of the district-level People's Committee, 40 health service employees; 142 commune-level cadres, civil servants and 56 non-professional commune-level workers).
However, the implementation of policies for the redundant staff is still low. In addition, the majority of staff and civil servants are still young, the job position framework in communes, departments, and district-level departments of agencies, units, and localities in general and agencies, units, and localities subject to basic arrangement have basically been arranged in sufficient numbers according to regulations. Therefore, there are many difficulties in re-arranging and re-arranging the redundant staff and civil servants.
On the other hand, the support policies for cadres, civil servants, public employees and part-time workers at the commune level when they leave their jobs do not guarantee their living conditions or start other jobs. This is a difficulty in the cadre work policy after the rearrangement...
Mr. Nguyen Van Hoa - Chairman of Nong Son District People's Committee said that the district's biggest concern is to resolve policies for non-professional cadres at the commune level. Many people have been involved in the grassroots movement for nearly twenty years, with low salary and lots of work, wanting to strive to become commune-level civil servants, but now they cannot due to the arrangement of administrative units.
The level of support according to Resolution No. 37 dated December 29, 2023 of the Provincial People's Council is not commensurate with their contributions. "In my opinion, the province and the Central Government need to pay attention to having additional support mechanisms for this group," said Mr. Hoa.
