Calculating land use tax is also a complicated issue. Some districts require people to pay tax based on the actual transaction price. However, if the declared price is lower than the state price list, the staff often does not accept it and requests multiple adjustments.

"The actual selling price is not always the same as the state price list. Land in small alleys or in bad locations often has a lower price. But when people declare a low price, officials do not accept it, forcing them to do it over and over again, wasting time," said Mr. Dan.
