Morning of November 26, at At the 8th session of the 15th National Assembly, Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented a report on anti-corruption work in 2024.

Many important results, creating strong influence in society

The report stated that in 2024, the work anti-corruption regularly receive attention and direction from Party and State leaders, especially the Central Steering Committee on anti-corruption and negativity.

Ministries, branches, localities, and agencies with the function of preventing and combating corruption and negativity have resolutely and synchronously implemented many solutions, with very high political determination, achieving many important results, leaving a good impression, spreading strongly in society.

Through inspection, many violations were detected, and administrative sanctions were recommended for 7,629 groups and 8,714 individuals; 372 cases were transferred to the investigation agency for handling according to their authority. Through handling complaints and denunciations, 392 people were recommended for handling; 25 cases were transferred to the investigation agency for handling according to their authority. The State Audit recommended financial sanctions of VND 48,670.38 billion.

Regarding the detection and handling of corruption, the investigation agencies in the People's Public Security force have investigated 1,538 cases with 3,897 defendants; proposed to prosecute 856 cases with 2,686 defendants. The Criminal Investigation Agency of the Ministry of National Defense has investigated 23 cases with 70 defendants; proposed to prosecute 11 cases with 57 defendants.

The People's Procuracy at all levels has accepted and resolved 1,186 cases with 3,869 defendants, and resolved 1,006 cases with 3,242 defendants. The People's Court at all levels has resolved 1,154 cases with 3,201 defendants at first instance for corruption crimes; and tried 917 cases with 2,418 defendants.

The total number of cases requiring execution of criminal sentences on corruption and economics is 12,877, of which 10,944 cases are eligible for execution, and 9,211 cases have been completed.

However, in addition to the achieved results, the Government Inspector General also acknowledged that the work of preventing and combating corruption and negativity still has some shortcomings and limitations. The overcoming of loopholes and inadequacies in mechanisms, policies and laws is still slow compared to practical requirements. Some measures to prevent corruption have not been fully implemented.

At the same time, the situation of pushing, avoiding, fearing responsibility, and not daring to slow down has been overcome; the pursuit of fugitives abroad still faces many difficulties; the value of assets to be recovered in corruption and negative cases is still large.

Regarding the direction and tasks in the coming time, Mr. Doan Hong Phong said that he will continue to promote the building and synchronous completion of institutions on preventing and combating corruption and negativity; promptly resolve denunciations, recommendations and reflections on corruption and negativity related to personnel of Party congresses at all levels.

Strengthen inspection, examination and auditing focusing on areas prone to corruption and negativity; speed up the verification, investigation, prosecution and trial of serious and complicated corruption and negativity cases and incidents that are of public concern.

At the same time, continue to promote the work of preventing and combating corruption and negativity at the local and grassroots levels, overcoming the evil of "petty corruption" and the situation of "hot above, cold below".

Overcoming shortcomings in asset appraisal and valuation

Reviewing the Government's report, the Judiciary Committee assessed that in 2024, the work of preventing and combating corruption and negativity will continue to be promoted, more drastically and effectively at both the central and local levels; many new policies and regulations on preventing and combating corruption and negativity will be issued, thoroughly grasped and seriously implemented.

However, corruption and negativity in some areas are still serious and complicated, with major violations emerging in some areas such as planning, construction, energy, bidding, public asset management, land management and use, resource and mineral exploitation, etc. Corruption and negativity in the administrative and public service sectors still occur.

According to the inspection agency, recent corruption and negative violations show lax management and lack of responsibility of many groups and individuals, especially leaders in state management in a number of fields.

In addition, the work of inspecting and supervising the exercise of power by those in positions of authority has not received due attention. The work of overcoming the situation of cadres, civil servants and public employees shirking responsibility, avoiding responsibility, having limited capacity, and being afraid of making mistakes is still slow. Many shortcomings and limitations in the work of preventing and combating corruption have been clearly identified for many years, but to date there have been no effective solutions.

Regarding the results of detecting, handling corruption, and recovering corrupt assets, the audit report clearly shows that the progress of resolving a number of corruption cases has not met requirements; there are also cases that have to be suspended because the acts do not constitute a crime; many cases have to be temporarily suspended because they have to wait for the results of appraisal and valuation.

Assets to be recovered in criminal cases of corruption and economic crimes are still in large backlog; many assets have disputed ownership but their legal status has not been clarified, causing difficulties in the execution phase.

The Judiciary Committee recommends that the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit, within the scope of their duties and powers, strengthen inspection, examination, and auditing work, focusing on the areas of land management and use, construction, bidding, public asset management, resource and mineral management, etc.

At the same time, effectively prevent harassment, negativity, "petty corruption", causing trouble for people and businesses; further improve the quality and effectiveness of detecting and handling corruption crimes, recovering corrupt assets; continue to mobilize people to surrender, arrest subjects who have fled abroad; focus on directing the overcoming of shortcomings in the work of appraisal and valuation of assets,...
