According to the 8th session agenda, the Government will submit to the National Assembly the investment policy for the high-speed railway project on the North-South axis. Commenting on this, delegate Tran Hoang Ngan (HCMC delegation) said that many developed countries in the world have built high-speed railways. To ensure progress until 2035, delegate Tran Hoang Ngan said that we have political determination, but the current problem is the institution and mechanism for implementation. "We have many advantages, that is, Vietnam's construction level has been proven through the construction of many large-scale projects and bridges; public debt has decreased; Vietnam has improved its ranking in the country's credit rating, so it can borrow at low interest rates... so the implementation of the project will ensure feasibility", Mr. Ngan added. Delegate Tran Hoang Ngan also noted that if we do it, we must do it with quality, accepting the cost of full investment to ensure the quality of the project. We also need to pay attention to the factor of climate change and the characteristics of climate change that are affecting the length of the country. According to the Prime Minister, in the past, Vietnam was still facing difficulties, with GDP per capita just over 1,000 USD, GDP over 100 billion USD, so it was not possible to invest in the North-South high-speed railway, but now GDP has increased 3-4 times, so there is room to do so. The Prime Minister cited that the world is developing very quickly and China currently has 47,000km of high-speed railway, each year they develop 3,000km of highway. With the North-South high-speed railway project, it is proposed to be completed in 10 years and by 2035. The head of the Government also stated that if we continue to do it the old way, "to be honest, it will take about 50 years", so we must innovate the way of governance, management, resource mobilization, especially consulting; fight against negativity, corruption, and waste.
